• Provide $300,000 to the City, to be used to construct a public trail meeting the design <br /> requirements of the Trails Master Plan, along the south side of Nevada Street. Exhibit F <br /> provides a rough location for the trail segment. <br /> • Provide funding to the City for trail maintenance (for the portion of the trail this project is <br /> funding) for five years. <br /> • Include enhanced green building measures, beyond those required by the Building <br /> Code, including: <br /> o Installation of photovoltaic panels on the roof of the new buildings <br /> o Green building measures to meet a LEED (Leadership in Energy and <br /> Environmental Design) "Silver" rating <br /> • Construct a public seating area (two decorative benches) on the south side of the <br /> property along the new public sidewalk for Nevada Street <br /> Exhibit A includes conditions of approval addressing the proposed amenities (COA #19, 20, <br /> 88, and 89). The conditions specify that the solar panels should be sized to meet the energy <br /> needs of the facility. They also incorporate the requested condition from the Commission that <br /> while the funds for the trail are intended for the trail gap on the south side of Nevada Street, <br /> they may be assigned to other trail segments in the event of any changes to City priorities. <br /> The Trails Master Plan identifies existing and proposed trails in the community and was <br /> recently updated in 2019. The trail segment proposed to be funded with this project is part of <br /> the Arroyo del Val Trail (ADV) Improvement and Extension trail. This specific section is <br /> visioned as a Class I trail in the Trails Master Plan, which is a more costly type of facility to <br /> construct but results in a trail that can be used year-long. When the Trails Master Plan was <br /> updated in 2019, outreach with the community and a variety of Commissions and Committees <br /> occurred. The Plan evaluated the potential trails in the City and assigned rankings to them <br /> based on support, connectivity, key destinations, separation from traffic, constructability/ <br /> complexity, cost, and funding/implementation opportunities. The Plan identified the ADV <br /> Improvement and Extension Tail as the highest priority in the City, but also noted that it is <br /> relatively complex and expensive. Not only was this trail identified as the highest priority, but <br /> the segment of trail proposed to be funded by the subject application is proximate to the <br /> proposed project. Staff finds that proximity to the proposed project, in addition to the <br /> importance of completing this trail as identified in the Trails Master Plan, allows it to be <br /> considered a suitable, high value, amenity to the City. <br /> In addition to proving funding for trail construction and maintenance, the project also proposes <br /> a seating area along the new public sidewalk- offering another amenity to people that may use <br /> the ADV trail. <br /> Aside from the trail and seating, the project is also aiming to mitigate its potential impact on the <br /> environment. One of the City's priorities is to reduce greenhouse gas emissions citywide. The <br /> second highest source of greenhouse gas emissions in the City is that associated with <br /> buildings. By constructing the subject project to meet the Silver LEED rating (higher than <br /> otherwise required in the City) and installing photovoltaic panels on the roof that are sized to <br /> meet the energy needs of the facility, the project will be minimizing its emissions footprint. <br /> Staff suggests that the amenities and mitigations are sufficient to justify the proposed floor <br /> area ratio. <br /> P19-0128/P19-0129 Public Storage Planning Commission <br /> 6 of 15 <br />
