"" CITY COUNCIL AGENDA REPORT <br /> pL-EASANTON <br /> December 1 , 2020 <br /> Community Development <br /> Planning Division <br /> TITLE: A) REVIEW OF THE PLANNING COMMISSION'S APPROVAL OF <br /> APPLICATIONS P19-01281P19-0129 FOR A DESIGN REVIEW AND <br /> CONDITIONAL USE PERMIT TO MODIFY AN EXISTING SELF-STORAGE <br /> FACILITY (PUBLIC STORAGE) TO: 1) DEMOLISH SEVEN EXISTING <br /> STORAGE BUILDINGS AND OFFICE; 2) CONSTRUCT A 900 SQUARE- <br /> FOOT OFFICE; 3) CONSTRUCT A 9,750 SQUARE-FOOT ONE-STORY <br /> STORAGE BUILDING; 4) CONSTRUCT A 197,410 SQUARE-FOOT <br /> THREE-STORY STORAGE BUILDING; AND 5) CONSTRUCT RELATED <br /> SITE IMPROVEMENTS LOCATED AT 3716 STANLEY BLVD., AND <br /> B) CONSIDER APPLICATION FOR REDUCTION IN AFFORDABLE <br /> HOUSING FEES DUE TO LOW NUMBER OF EMPLOYEES. <br /> SUMMARY <br /> Under review is a Design Review Permit and Conditional Use Permit (CUP) to modify <br /> an existing self-storage facility (Public Storage) to allow for external modifications and <br /> increase in the size of the storage facility. Additionally, Public Storage has requested a <br /> reduction in Affordable Housing Fees due to the low number of employees. <br /> On October 28, 2020, the Planning Commission, on a 4-1 vote, approved the subject <br /> applications, made CUP findings, and imposed 97 conditions of approval. The <br /> Commission's findings are included in its resolution of approval, Attachment 3. <br /> Additionally, the Commission's agenda report and excerpted minutes are included as <br /> Attachments 4 and 5. <br /> Pursuant to PMC Section 18.144.010 City Council Review, on November 17, 2020, the <br /> Council called the action of the Commission up for review. Accordingly, the application <br /> is before the City Council, which may confirm the Commission's approval without <br /> changes, modify the approval (e.g., by requiring project modifications or adding <br /> conditions), or overturn the Commission's decision (i.e., deny the applications). <br /> The requested Affordable Housing Fee reduction falls under the City Council's purview <br /> for review and action and was therefore not considered by the Commission. The <br /> Affordable Housing Fee is applicable to most residential and commercial projects. The <br /> fee for commercial projects is assessed on a per square foot basis and was most <br /> recently updated in 2018, based on a nexus study prepared by Economic & Planning <br /> Systems, Inc., which considers, among other elements, the employee density and <br /> generation rates for typical commercial, industrial, and office uses.
