EXHIBIT D <br /> R <br /> OF ATTACHMENT 4 <br /> DESIGN REVIEW/CONDITIONAL USE PERMIT SUBMITTAL FOR PUBLIC STORAGE <br /> PROPERTY LOCATED AT 3716 STANLEY BOULEVARD <br /> (APN 946-1680-031-04) <br /> The Public Storage (Property) is located at 3716 Stanley Boulevard. The site currently operates <br /> as a self-storage facility and is located on approximately +1-6.6 acres. The site's main entry is <br /> located off Stanley Boulevard on the north side of the Property. Two commercial properties <br /> border the east property line and Nevada Street is along the south property line. A commercial <br /> property borders the northern half of the eastern property line and the new residential <br /> community, The Homestead at Irby, borders the western property line. <br /> We are seeking the following application approvals: (1) Design Review (2) Conditional Use <br /> Permit; and (3) CEQA Compliance through an Initial Study and if needed either Reaffirmation of <br /> the GP EIR or a Negative Declaration. <br /> Existing Project and Proposed Description <br /> The subject lot is zoned Commercial Service (C-S) and has a General Plan land use <br /> designation of Retail/Highway/Service Commercial Business and Professional Office. The <br /> existing and proposed self-storage facility would be classified as a "warehouse" use, which is <br /> allowed in this zoning district subject to a Conditional Use Permit. <br /> The existing site includes seven single story storage buildings which are being retained and <br /> seven existing storage buildings, a parking storage lot, and an office and caretakers quarters <br /> that will all be removed. See Sheet C2 for a Demolition Plan. The improvements being removed <br /> will be replaced with one single story building, one three story building and a new office. The <br /> new office is being located closer to Stanley Boulevard than the existing office for increased <br /> visibility, and so that customer parking is setback behind the office. There are also two gated <br /> driveway entrances proposed off of Stanley Boulevard and Nevada Street. <br /> The C-S zoning district allows up to 100-percent FAR. The redesigned project, including all <br /> existing and proposed buildings, has an FAR of 98 percent assuming Nevada ROW as <br /> constructed, not the 104 foot ROW originally contemplated. The new Nevada Street <br /> extension was made possible in part by the dedication of the ROW needed on the Property. <br /> Meritage Homes is currently installing the new road section as well as the new trail on the <br /> south side of Nevada Street along the Arroyo. In addition to the enhanced architecture <br /> being proposed, the applicant is proposing to provide a community benefit by paying an in <br /> lieu fee to fund the extension of this trail for approximately +/- 640 LF beginning at the east <br /> side of the Valley Humane Society property (just past California Avenue, where Meritage's <br /> new trail ends) up to just east of Wyoming Street where the current walk terminates. See <br /> Exhibit A. As additional amenities we are proposing to install solar panels on the new <br /> buildings, to construct the new buildings to LEED Silver Standards equivalent (but not <br /> certified) and to provide a seating area along the Nevada Street frontage at the south west <br /> portion of the property. <br /> Project Design Summary <br /> The attached proposed site plan and architecture addresses all of the design <br /> requests/suggestions from the two preliminary reviews as well as the comments received from <br /> Public Storage Facility Project Description,Stanley Boulevard <br /> August 12, 2019 Page 1 <br />
