story step back from 10-feet to 28-feet, while retaining horizontal articulation for <br /> all three stories. <br /> • On the three-story storage building, removed the orange branding color from the <br /> third story on north elevation (Stanley Boulevard). <br /> The applicant also spoke to these changes, further noting the addition of landscaping to <br /> the south side (Nevada Street). The applicant also indicated their willingness to <br /> completely remove the orange band from the three-story building. As described in the <br /> October 28 minutes, when presented with examples provided by Commissioner Allen of <br /> Public Storage facilities that did not include (or had significantly less) orange branding, <br /> the applicant responded that the examples shown had been rebranded to include the <br /> orange. However, based on additional information provided to staff, the applicant's <br /> statement was not correct for at least some of the examples shown, where in fact, no <br /> rebranding occurred. <br /> At the hearing, there were no public comments, however, staff received six written <br /> public comments. The comments noted concerns with the amount of orange branding <br /> color of on the building, the overall height/scale of the buildings, and spoke to the <br /> proposed amenity. <br /> The Commission's discussions were focused on building massing and scale, amenities <br /> and mitigations, and the amount of orange on the buildings. After deliberation, a <br /> majority of the Commission concluded that the proposed use was appropriate at this <br /> location, and that the buildings and site had been appropriately designed. However, the <br /> Commission suggested an added condition of approval to remove the orange band from <br /> the three-story building, with the orange color to remain as proposed on the single-story <br /> building and the office. <br /> The Commission, on a 4-1 vote, approved the subject application based on the project <br /> analysis, Design Review criteria, and CUP findings, and subject to 97 conditions of <br /> approval. <br /> Commissioner Allen dissented, specifically noting concerns with the orange on the one- <br /> story storage building. During the Commission's deliberations and with respect to her <br /> decision, she cited General Plan Community Character Element Policies 15 and 16 <br /> (and related programs) relating to branding including: <br /> • Program 15.3: Require developers to include the following features, as feasible, <br /> in the development of new and the redevelopment of existing commercial areas: <br /> o Attractive colors, minimizing bright franchise colors... <br /> • Policy 16: Discourage Franchise and prototype architecture and signage <br /> • Program 16.1: Develop a procedure to work with development applicants to <br /> modify formula design to more closely relate to and reinforce the special <br /> character of Pleasanton <br /> Page 4 of 14 <br />
