A. PUBLIC STORAGE PROJECT: CONDITIONAL USE PERMIT AND DESIGN <br /> REVIEW APPLICATIONS <br /> BACKGROUND AND PLANNING COMMISSION REVIEW <br /> The proposed project includes an expansion of an existing Public Storage facility <br /> located on a 6.59-acre site at 3716 Stanley Boulevard. The project would demolish <br /> seven existing storage buildings and the existing office and construct a 900 square-foot <br /> one-story office building, 9,750 square-foot single-story building, and 197,410 square- <br /> foot three-story building (a total net of 165,756 square-feet added). Seven existing one- <br /> story storage buildings would remain on-site (totaling 41,600 square-feet). Other site <br /> improvements include landscaping, new fencing, and vehicular access to Nevada <br /> Street. No new outdoor storage is proposed, and the existing outdoor storage would be <br /> removed. <br /> This site may have up to a 100-percent floor area ratio (FAR) for the subject use if <br /> sufficient amenities and mitigations are incorporated (above and beyond those typically <br /> required by the City) and if the employee density and traffic generation are minimal. The <br /> proposed project increases the FAR up to 99.7 percent. The traffic generation is not <br /> expected to significantly impact the transportation system as analyzed in Attachment 4 <br /> and the proposed amenities include: <br /> • Provide $300,000 to the City, to be used to construct a public trail meeting the <br /> design requirements of the Trails Master Plan, along the south side of Nevada <br /> Street. <br /> • Provide $14,000 to the City for trail maintenance for five years. <br /> • Include enhanced green building measures, beyond those required by the <br /> Building Code, including: <br /> o Installation of photovoltaic panels on the roofs of the new buildings to <br /> meet the energy needs of the facility <br /> o Green building measures to meet a LEED (Leadership in Energy and <br /> Environmental Design) "Silver" rating. <br /> • Construct a public seating area (two decorative benches) on the south side of <br /> the property along the new public sidewalk for Nevada Street. <br /> The applications were initially reviewed by the Commission at a workshop on August <br /> 12, 2020. Exhibit E of Attachment 4 includes a draft excerpt of the Commission minutes <br /> from the workshop and an excerpt of the staff report (with workshop considerations) <br /> from the workshop is included as Attachment 6. Story poles, to represent the overall <br /> height and massing of the three-story building were placed on the site in advance of the <br /> workshop. After the workshop review, the applicant made some project modifications <br /> and a public hearing for the project was held on October 28, 2020. <br /> At the October 28 public hearing, staff presented the project, and noted modifications <br /> made since the workshop in August. Notable project modifications included: <br /> • On the three-story storage building, incorporated additional articulation of the <br /> third floor along the south elevation (Nevada Street) by increasing the upper- <br /> Page 3 of 14 <br />
