ECONOMIC VITALITY COMMITTEE ACTION <br /> The Economic Vitality Committee (EVC) met on October 5, 2017, to review and provide <br /> a recommendation to the Council for the JDEDZ. Two members of the public spoke on <br /> the project, and all comments were supportive of the project. The Committee focused its <br /> debate on the proposed uses list and ensuring those uses met the intent of the <br /> Economic Development Strategic Plan as outlined in the agenda report (Attachment 5). <br /> After listening to public testimony and discussing the project, the Committee <br /> unanimously voted to recommend approval of the project to the City Council. Please <br /> see Attachment 6 for more details related to public testimony and EVC discussion. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on December 11, 2019 to review and <br /> provide a recommendation to the Council on the JDEDZ. Four members of the public <br /> spoke on the project. Three of the speakers were supportive of the project and one was <br /> not. In addition, staff received four emails subsequent to the publishing of the agenda <br /> report for the hearing (Attachment 8). Two of the emails were supportive of the project <br /> while two emails expressed concerns related to cumulative impacts on traffic, air quality <br /> the local economy and health risks. The Planning Commission focused its debate on <br /> the following issues: confirmation that all public comments received during the RFSEIR <br /> recirculation period were adequately addressed; what new impacts, if any, were <br /> discovered during the preparation of the supplemental analysis; whether all traffic <br /> improvements were still necessary; and the impacts on the local economy. For staff's <br /> responses to and the Commission's discussion on these topics, please see the <br /> Planning Commission meeting minutes (Attachment 7). After listening to public <br /> testimony and discussing the project, the Commission, on a 5-0 vote, voted to <br /> recommend certification of the RFSEIR and approval of the proposed General Plan <br /> Amendment and PUD Rezoning, subject to the recommended conditions of approval, <br /> uses list and JDEDZ Development Standards and Design Guidelines to the City <br /> Council. <br /> PREVIOUS CITY COUNCIL ACTION <br /> The City Council held public hearings on August 29 and September 18, 2017, to <br /> discuss, and ultimately support a tax-sharing agreement with Costco to finance the <br /> necessary transportation network improvements for the JDEDZ. Additionally, the <br /> Council unanimously supported flexible development phasing for the JDEDZ in which <br /> Costco could build their facility but not open until all traffic improvements are in place <br /> and the potential hotels would be permitted to build and open immediately without any <br /> of the traffic mitigations in place. <br /> On September 18, 2018, the City Council decertified the FSEIR and rescinded the <br /> General Plan Amendment and PUD Rezoning approvals for the project. The City <br /> Council directed staff to undertake supplemental Air Quality analysis and bring the <br /> project with a revised recommendation back to the City Council following conclusion of <br /> that exercise.
