ATTACHMENT 5A <br /> THE CITY OF <br /> IYW �u tll :mill wlw 111 <br /> LE ASANTONC <br /> MEMORANDUM <br /> Date: December 11, 2019 <br /> To: Planning Commission <br /> From: Mike Tassano, Deputy Director of Community Development, Transportation <br /> Cedric Novenario, Senior Traffic Engineer c4i <br /> Subject: Johnson Drive Economic Development Zone Traffic Analysis <br /> Several questions regarding the Traffic Analysis have been submitted by the Planning <br /> Commission. This memorandum addresses the transportation questions received from the <br /> Planning Commissioners related to the December 11. 2019 questions on the certification of <br /> the Revised Final Supplemental Environmental Impact Report (RFSEIR) for the Johnson <br /> Drive Economic Development Zone (JDEDZ). <br /> Background <br /> The JDEDZ project completed a Traffic Impact Analysis (TIA) in May of 2015 and included <br /> this report in the September 2015 Draft Supplemental Environmental Impact Report <br /> (DSEIR). This report analyzed 17 intersections as well as freeway mainline and ramp/merge <br /> operations. These locations were reviewed for the following time frames/land use <br /> assumptions: existing, existing+approved projects and General Plan Buildout. <br /> As a result of the TIA, several transportation related roadway improvements were identified <br /> as necessary to maintain acceptable levels of service and acceptable vehicle queue lengths <br /> for the JDEDZ project. These mitigations are shown in Figures 2 and 3 located on page 11 <br /> and 12 of the December 11, 2019 Planning Commission Agenda Report packet. These <br /> mitigations are: <br /> • Installation of a traffic signal at Commerce Drive at Johnson Drive (Mitigation 4.D-1a) <br /> • Installation of a traffic signal at Johnson Drive at Owens Drive (N) (Mitigation 4.D-1b) <br /> • Reconstruction of Stoneridge Drive at Johnson Drive (Mitigation 4.D-1c) <br /> o Construct third eastbound left turn lane <br /> • Construct third receiving lane on Johnson Drive to accommodate third <br /> turn lane <br /> o Convert and extend the westbound right turn pocket into a fourth westbound <br /> through lane <br /> • Construct fourth receiving lane on westbound Stoneridge Drive to <br /> accommodate fourth lane <br />
