P22-0912, 5200 Franklin Drive Planning Commission <br />2 of 7 <br />BACKGROUND <br />In April 2019, the Planning Commission unanimously approved a Conditional Use Permit for <br />the Art of Problem Solving (AoPS) Academy to operate a tutoring facility with a maximum of 72 <br />students at one time at 5200 Franklin Drive, Suite 110. Shortly after its opening in December <br />2019, in March 2020 the World Health Organization (WHO) declared Covid19 pandemic and <br />AoPS changed its tutorial sessions to online sessions until August 2021 when in-classroom <br />sessions resumed. While operating online, representatives of AoPS reached out to staff <br />discussing a new program including instructions on Mondays and Fridays, that would also add <br />sessions each day. The proposed expansion would increase student capacity by 48 students, <br />a 67-percent increase compared to the maximum permitted by the original CUP approved by <br />the Planning Commission. Since this increase is significant, staff is bringing the item to the <br />Planning Commission for review and decision. <br /> <br />SITE AND AREA DESCRIPTION <br />The subject site is approximately 2.67 acres in area and is located on the northwest corner of <br />Franklin Drive and Johnson Drive (see Figure 1). The subject building is approximately 33,800 <br />square feet in area and currently has two office-use tenants (Extreme Network in Suite 100 <br />and Teichert in Suite 115). AoPS currently occupies Suite 110, located in the southwest <br />quadrant of the building (See Figure 2). Surrounding uses consist mainly of office uses. <br /> <br />Primary access to the site is provided by two driveways, one from each street. The project site <br />does not share drive aisles or parking with the adjoining parcels.
