Housing Element Document The initial Draft Housing Element was reviewed by the Planning Commission and City Council in its entirety in June 2022. The document was modified as discussed and reviewed again by the City Council in December 2022. Since that time, one final set of modifications was completed incorporating Council's direction in December 2022. The document proposed for adoption is included as Exhibit B of Attachment 2 and is summarized below. On January 11, 2023, the Planning Commission reviewed the updated Housing Element and recommended the City Council adopt the Housing Element with some revisions to the sites inventory as described below. If supported by the City Council, these amendments would be incorporated into the adopted Housing Element for submittal to HCD, along with any other changes suggested by the City Council. Staff is recommending adoption of the Housing Element by the City before the deadline of January 31, 2023. This adoption will occur prior to certification by HCD. As such, the resolution recommending adoption, Attachment 2, includes staff's response to HCD's comments, Exhibit Al of Attachment 2, and a matrix identifying compliance with State law, Exhibit A2 of Attachment 2. This will serve to self-certify the Housing Element. Recognizing that HCD's review may necessitate additional revisions to the Housing Element, the resolution authorizes staff to make certain changes administratively following adoption (e.g., additional background data, update of data or tables, and similar non-substantive edits), to expedite re-submittal and the overall certification process. Any substantive revisions, such as changes to the sites inventory, or the addition of new programs, would require the Housing Element to be brought back to the City Council for formal amendment. Main Housing Element Document: The document includes an introduction (Section 1), projected housing needs (Section 2), housing resources (Section 3), and the goals, policies, and programs for the Housing Element (Section 4). The goals, policies, and programs are a key component of the document, representing the City's proposed "housing plan" with a focus on actionable steps and measures that the City will undertake to increase affordable housing and preserve and improve existing housing. There are seven main goals with a set of policies and programs provided under each goal. The policies help to guide and inform future City decision-making and direction with respect to a broad range of housing-related topics and the programs provide actionable steps to implement the Housing Element's goals and to make further progress towards meeting RHNA.
