Housing Element Document <br /> The initial Draft Housing Element was reviewed by the Planning Commission and City <br /> Council in its entirety in June 2022. The document was modified as discussed and <br /> reviewed again by the City Council in December 2022. Since that time, one final set of <br /> modifications was completed incorporating Council's direction in December 2022. <br /> The document proposed for adoption is included as Exhibit B of Attachment 2 and is <br /> summarized below. On January 11, 2023, the Planning Commission reviewed the <br /> updated Housing Element and recommended the City Council adopt the Housing <br /> Element with some revisions to the sites inventory as described below. If supported by <br /> the City Council, these amendments would be incorporated into the adopted Housing <br /> Element for submittal to HCD, along with any other changes suggested by the City <br /> Council. <br /> Staff is recommending adoption of the Housing Element by the City before the deadline <br /> of January 31, 2023. This adoption will occur prior to certification by HCD. As such, the <br /> resolution recommending adoption, Attachment 2, includes staff's response to HCD's <br /> comments, Exhibit Al of Attachment 2, and a matrix identifying compliance with State <br /> law, Exhibit A2 of Attachment 2. This will serve to self-certify the Housing Element. <br /> Recognizing that HCD's review may necessitate additional revisions to the Housing <br /> Element, the resolution authorizes staff to make certain changes administratively <br /> following adoption (e.g., additional background data, update of data or tables, and <br /> similar non-substantive edits), to expedite re-submittal and the overall certification <br /> process. Any substantive revisions, such as changes to the sites inventory, or the <br /> addition of new programs, would require the Housing Element to be brought back to the <br /> City Council for formal amendment. <br /> Main Housing Element Document: The document includes an introduction (Section <br /> 1), projected housing needs (Section 2), housing resources (Section 3), and the goals, <br /> policies, and programs for the Housing Element (Section 4). <br /> The goals, policies, and programs are a key component of the document, representing <br /> the City's proposed "housing plan" with a focus on actionable steps and measures that <br /> the City will undertake to increase affordable housing and preserve and improve <br /> existing housing. <br /> There are seven main goals with a set of policies and programs provided under each <br /> goal. The policies help to guide and inform future City decision-making and direction <br /> with respect to a broad range of housing-related topics and the programs provide <br /> actionable steps to implement the Housing Element's goals and to make further <br /> progress towards meeting RHNA.
