The mix of sites above excludes Areas 3 (Donlon), 10 (ValleyCare), 12 (Pimlico South),
17 (Mission Plaza), and 28 (Steelwave) which were all removed in earlier stages of the
Housing Element Update process and not evaluated in later stages of the project. It also
excludes Areas 11 (Old Santa Rita), 12 (Pimlico North), 20 (Boulder Court), 4 (Owens),
and 15 (Rheem Drive Southwest), and Area 24 (Sonoma Drive), which were all
removed by the City Council on December 20, 2022.
Table 2, below, has been adjusted to reflect the list of sites outlined above. There is a
slight buffer (approximately seven percent) of the total assumed capacity above RHNA
and a larger buffer (approximately 30 percent) of the total maximum capacity above
RHNA (surplus of 1,765 units). Please note, some of the numbers in Table 2 have been
adjusted due to updates to active pipeline projects, adjustments to the site inventory,
and corrections to rounding and calculations. A slight buffer is recommended due to "no
net loss" provisions of State law', in recognition that another round of HCD review will
occur, and to cover the transfer of RHNA units between the City and the County that will
occur with the annexation of Area 1 (Lester) and Area 22 (Merritt).
Table 2- [Housing Element Appendix B, Table B-11, Residential Development
Potential and RHNA- Adjusted
RHNA SeLowry 1,750 1,008 894 2,313 5,965
ADUs See Vwery 5 28 46 14 93
Lo
Approved/Entitled _ - 127 - 691 818
Projects
Remaining RHNA See Vwery 1,745 853 848 1,608 5,054
Lo
Site Inventory See Very 1,006 547 459 2,012
Low/Low
Surplus / (Shortfall) See Very (1,592) (301) (1,149) (3,042)
Low/Low
Rezone Sites (Net See Very 1,652 321 1,495 3,468
New) Low/Low
Surplus With Rezone See Very
Sites Low/Low 60 20 346 426
Assumed Capacity)
"No net loss" provisions are a component of the Housing Accountability Act, which, whenever a project
is approved with few units, or less affordability than cited in the Housing Element, requires findings to be
made that adequate zoning capacity remains in the inventory to accommodate the units not built, or for
the City to rezone additional sites to accommodate that number of units.
