Draft Housing Element, EIR, and General Plan Amendments Planning Commission <br />11 of 11 <br /> <br />been feasible to also prepare the necessary Safety Element updates, and so staff will <br />bring these amendments forward in the coming months. <br /> <br />PUBLIC NOTICE AND COMMENTS <br />Notice of this item was published in The Valley Times and an email notification was sent <br />to all interested parties who have signed up on the Housing Element website: <br />pleasantonhousingelement.com. Additionally, courtesy notices were mailed to rezone <br />property owners. Staff has received no public comments at time of agenda report <br />publication. <br /> <br />CONCLUSION <br />Staff recommends the Planning Commission: <br />1. Adopt a resolution recommending the City Council recommending that the City <br />Council certify the Environmental Impact Report (State Clearinghouse No. <br />2022040091) for the 6th Cycle Housing Element, adopt a statement of overrising <br />considerations, make findings of fact, and adopt a mitigation monitoring and <br />reporting program; <br />2. Adopt a resolution recommending the City Council adopt a General Plan <br />amendment to update the Housing Element for the 6th Cycle; and <br />3. Adopt a resolution recommending the City Council approve amendments to the <br />General Plan consistent with the 6th Cycle Housing Element and Stoneridge Mall <br />Framework. <br /> <br />NEXT STEPS <br />The remaining steps of the Housing Element include: <br />• Adoption Hearing (January 26, 2023) - The City Council will conduct a public <br />hearing to consider Certification of the EIR, adoption of the Housing Element and <br />adoption of associated General Plan Amendments; <br />• Resubmittal of Housing Element to HCD (February-March 2023) - The <br />adopted Housing Element must be re-submitted to HCD for certification, which <br />has 30-60 days to review the document and issue additional comments or a letter <br />of substantial compliance; and <br />• Rezoning Sites Identified in Housing Element (Summer 2023) - The City will <br />prepare rezonings to be adopted for each of the Housing Element rezoning site <br />for consistency with the Housing Element. <br /> <br />Primary Author: Megan Campbell, Associate Planner, 925-931-5610 or <br />mcampbell@cityofpleasantonca.gov <br /> <br />Reviewed/Approved By: <br />Ellen Clark, Community Development Director
