DRAFT RESOLUTION NO. PC-2023-1 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THAT THE CITY COUNCIL CERTIFY THE ENVIRONMENTAL IMPACT <br />REPORT (STATE CLEARINGHOUSE NO. 2022040091) FOR THE 6TH CYCLE HOUSING <br />ELEMENT (P21-0751); ADOPT A STATEMENT OF OVERRIDING CONSIDERATIONS; <br />MAKE FINDINGS OF FACT, AND ADOPT A MITIGATION MONITORING AND REPORTING <br />PROGRAM <br />WHEREAS, the State of California requires cities and counties to adopt a comprehensive, <br />long-term General Plan for the physical development of the City; and <br />WHEREAS, the Housing Element is one of seven mandated elements of the General Plan <br />and must address the existing and projected housing needs for all economic segments of the <br />community; and <br />WHEREAS, State law requires Housing Elements to be updated and certified by the <br />California Department of Housing and Community Development (HCD) every eight years; and <br />WHEREAS, the City of Pleasanton prepared the 2023-2031 (6th Cycle) Housing Element, <br />P21-0751 (“Project”) in accordance with State law; and <br />WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a Program <br />Environmental Impact Report (EIR) was prepared for the Project; and <br />WHEREAS, on January 11, 2023, the Planning Commission held a properly noticed <br />public hearing to review the 2023-2031 (6th Cycle) Housing Element Update (P21-0751) and <br />Final EIR, and <br />WHEREAS, the Commission conducted a public hearing and considered relevant <br />exhibits, recommendations of the City staff, and received testimony from the public. <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of Pleasanton, <br />based on the entire record of proceedings, including the oral and written staff reports and all <br />public comment and testimony: <br />Section 1: Recommends that the City Council: <br />1)Certify the Final EIR for the 6th Cycle Housing Element (Attachment 1) <br />2) Make findings of fact, adopt the Statement of Overriding Considerations, and <br />adopt a Mitigation Monitoring and Reporting Program <br />(Attachment 2) <br />Section 2. This resolution shall become effective immediately upon its passage and adoption. <br />PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of <br />Pleasanton at a regular meeting held on January 11, 2023 by the following vote:
