Should future problems arise with the proposed use, the City would have the ability to bring the
<br /> application back to the Planning Commission for mitigation, or possible permit revocation, if
<br /> necessary. Based on experience with similar uses, staff believes such an action would be
<br /> unlikely. In addition, staff has included conditions of approval to ensure the proposed use
<br /> would not generate noise, traffic, or parking shortages such that surrounding uses would be
<br /> adversely affected. Therefore, as conditioned, staff believes the proposed use would be
<br /> acceptable on the subject site.
<br /> Traffic, Circulation and Parking
<br /> The Traffic Engineering Division reviewed the project narrative and plan and determined the
<br /> proposed private school would not have significant impacts on the existing traffic levels,
<br /> circulation, and parking. Therefore, a formal traffic or parking study was not required for this
<br /> project.
<br /> However, significant public correspondence was received after notices of the original public
<br /> hearing were sent, noting concerns about parking and the risk that the project would increase
<br /> congestion or create safety issues (e.g., with individuals crossing busy streets). Several
<br /> comments cited concerns about double-parking or stacking of vehicles along the curb at
<br /> pick-up or drop-off times.
<br /> There are no parking spaces available on-site. Per section 18.88.030 (E) of the PMC,
<br /> Schedule of off-street parking space requirements, one space is required for each four
<br /> students in grade 10 or above and one parking space is required for each employee, including
<br /> teachers and administrators. Based on the current/future enrollment breakdown and proposed
<br /> staffing numbers in Exhibit B, the proposed use would be required to provide a total of six
<br /> parking spaces (potentially two students grade 10 or above = two spaces + three teachers/one
<br /> administrator = four spaces).
<br /> Because there is no on-site parking, the applicant proposes to require all students to walk, use
<br /> alternative transportation (such as bicycles), take transit, or be dropped off/picked up by
<br /> parents/guardians utilizing the two existing and dedicated (for the church) on-street passenger
<br /> loading parking spaces along the Neal Street frontage or other available on-street parking
<br /> spaces in the general vicinity. Additionally, the applicant is proposing to utilize eight private
<br /> off-site parking spaces at the Rock Bible Church (4100 First Street), which is just under
<br /> one-half mile from the subject site, to accommodate their administrator and all teachers.
<br /> Teachers and the administrator would then walk to the subject site. The agreement with Rock
<br /> Bible Church (Exhibit B) would run in perpetuity with the operation of the proposed use on the
<br /> subject site and the applicant would be conditioned to cease operation of the proposed use
<br /> should the agreement be terminated or be required to secure adequate off-site and private
<br /> parking elsewhere to accommodate the proposed use.
<br /> Off-site parking is permissible pursuant to PMC Section 18.88.050.A, which states, "In all
<br /> districts except the C-C, MU and P districts, off-street parking facilities shall be located on the
<br /> same site as the use for which the spaces are required or on an adjoining site or a site
<br /> separated only by an alley from the use for which the spaces are required." In this instance,
