the applicant is proposing off-site parking at an alternate location which is not adjoining the
<br /> subject site; rather, the proposal is to provide off-site parking approximately one-half mile
<br /> away. Accordingly, the applicant is requesting a Variance/Parking Variance pursuant to PMC
<br /> Sections 18.132.090 and 18.132.110. Staff's analysis of the requested Variance/Parking
<br /> Variance is provided in the subsequent section of this agenda report.
<br /> Although, based on this analysis, staff does not believe there would be any parking impacts
<br /> associated with the project. in further response to public concerns, the Traffic Engineering
<br /> Division conducted a public parking availability/occupancy survey of the area. Staff observed
<br /> public parking areas within a 200-foot radius of the subject site over a three-day period
<br /> (January 31, 2022, through February 2, 2022), at both typical drop-off (7:30 a.m. to 8:15 a.m.)
<br /> and pick-up (2:45 p.m. to 3:30 p.m.) time periods. Based on the survey, staff noted limited
<br /> occupancy of the available public parking during the anticipated drop-off and pick-up time
<br /> periods (i.e., multiple public parking spaces were available during the time periods surveyed)
<br /> leading staff to conclude adequate public parking is available to support the proposed use,
<br /> provided the private school staff parking is provided on-site and/or at an alternate location.
