the applicant is proposing off-site parking at an alternate location which is not adjoining the
subject site; rather, the proposal is to provide off-site parking approximately one-half mile
away. Accordingly, the applicant is requesting a Variance/Parking Variance pursuant to PMC
Sections 18.132.090 and 18.132.110. Staff's analysis of the requested Variance/Parking
Variance is provided in the subsequent section of this agenda report.
Although, based on this analysis, staff does not believe there would be any parking impacts
associated with the project. in further response to public concerns, the Traffic Engineering
Division conducted a public parking availability/occupancy survey of the area. Staff observed
public parking areas within a 200-foot radius of the subject site over a three-day period
(January 31, 2022, through February 2, 2022), at both typical drop-off (7:30 a.m. to 8:15 a.m.)
and pick-up (2:45 p.m. to 3:30 p.m.) time periods. Based on the survey, staff noted limited
occupancy of the available public parking during the anticipated drop-off and pick-up time
periods (i.e., multiple public parking spaces were available during the time periods surveyed)
leading staff to conclude adequate public parking is available to support the proposed use,
provided the private school staff parking is provided on-site and/or at an alternate location.
Figure 4 is a map summarizing the survey findings.
Figure 4: Map summarizing •ublic parking availability/occupancy survey findings
 S 's r "° //f N
t'. *°' 8 Spaces
AM:6 Car, /
` Lphttause. st Churcfr: Ph'' {r'• /
ae' f
S:rPc fi . ,,
— M 2 c ,i ar,
N PM. a ca
N",....N.,„
Cars
, Spaces _
1 Car r
'.; Dm. 2 Cars : ,
,f. paces a
' ,. - - x
. 1 4 AM:I Car s
.. However,
P21-0715/P22-0126, Lighthouse Baptist School Planning Commission
8 of 13
nated or be required to secure adequate off-site and private
parking elsewhere to accommodate the proposed use.
Off-site parking is permissible pursuant to PMC Section 18.88.050.A, which states, "In all
districts except the C-C, MU and P districts, off-street parking facilities shall be located on the
same site as the use for which the spaces are required or on an adjoining site or a site
separated only by an alley from the use for which the spaces are required."
