Drop-off/pick-up would begin at 7:30 a.m. and 3:00 p.m.,
respectively.
No site or building improvements are proposed with this application. The applicant intends to
utilize a portion of the existing fellowship hall and portable dividers to create the necessary
classroom spaces (see floor plan — Figure 3). No outdoor play area is mandated by State Law
for private schools; however, the applicant intends to utilize both indoor/outdoor spaces on-site
and/or would occasionally transport (either by foot or van) students to public spaces (e.g., City
parks) to provide physical education opportunities.
Please see the attached narrative and project plans (Exhibit B) for additional information on the
proposed use.
ANALYSIS
Conditional uses are those uses which, by their nature, require special consideration so they
may be located properly with respect to the objectives of the Municipal Code and with respect
to their effects on surrounding properties. In order to achieve these purposes, the Planning
Commission is empowered to approve, conditionally approve, or deny applications for use
permits.
General Plan and Specific Plan Consistency
The subject site is designated by the Land Use Element of the Pleasanton General Plan for
"Medium Density Residential" land uses, which allows for a wide range of residential uses
between two and eight dwelling units per acre, consistent with the Zoning Ordinance. While the
proposed use is not residential in nature, the Zoning Ordinance conditionally allows
educational uses in residential districts; and, therefore, the proposed project is consistent with
this land use designation as it would provide a private school to serve residents of Pleasanton
and the surrounding areas.
P21-0715/P22-0126, Lighthouse Baptist School Planning Commission
4 of 13
their subsequent
! =" .; .-
r . ieN at a public hearing.
