PROPOSED PROJECT
<br /> The proposed private school would provide instruction for students in kindergarten through 12th
<br /> grades. The private school would operate primarily during the typical school year (August
<br /> through June; closed during the Summer and on Federal Holidays). The proposed hours of
<br /> operation for the private school would be Monday through Friday from approximately 8:00 a.m.
<br /> to 3:00 p.m. No concurrent school and church activities would occur on-site.
<br /> The applicant is proposing a maximum of 25 students at any one time (current enrollment is 10
<br /> students and historically has been under 20 students at any one time). There would be a
<br /> maximum of four staff (three teachers and one administrator) on-site at any one time.
<br /> Collectively, a maximum of 29 persons would be on-site at any one time.
<br /> All students, regardless of grade, would not be allowed to drive to the subject site. All students
<br /> would be required to walk, use alternative transportation, take transit, or be dropped off/picked
<br /> up by parents/guardians utilizing the two existing and dedicated (for the church) on-street
<br /> passenger loading parking spaces along the Neal Street frontage, or other available public
<br /> on-street parking spaces in the general vicinity. No double parking or parking in non-
<br /> designated stalls would be permitted. Drop-off/pick-up would begin at 7:30 a.m. and 3:00 p.m.,
<br /> respectively.
<br /> No site or building improvements are proposed with this application. The applicant intends to
<br /> utilize a portion of the existing fellowship hall and portable dividers to create the necessary
<br /> classroom spaces (see floor plan — Figure 3). No outdoor play area is mandated by State Law
<br /> for private schools; however, the applicant intends to utilize both indoor/outdoor spaces on-site
<br /> and/or would occasionally transport (either by foot or van) students to public spaces (e.g., City
<br /> parks) to provide physical education opportunities.
<br /> Please see the attached narrative and project plans (Exhibit B) for additional information on the
<br /> proposed use.
<br /> ANALYSIS
<br /> Conditional uses are those uses which, by their nature, require special consideration so they
<br /> may be located properly with respect to the objectives of the Municipal Code and with respect
<br /> to their effects on surrounding properties. In order to achieve these purposes, the Planning
<br /> Commission is empowered to approve, conditionally approve, or deny applications for use
<br /> permits.
<br /> General Plan and Specific Plan Consistency
<br /> The subject site is designated by the Land Use Element of the Pleasanton General Plan for
<br /> "Medium Density Residential" land uses, which allows for a wide range of residential uses
<br /> between two and eight dwelling units per acre, consistent with the Zoning Ordinance. While the
<br /> proposed use is not residential in nature, the Zoning Ordinance conditionally allows
<br /> educational uses in residential districts; and, therefore, the proposed project is consistent with
<br /> this land use designation as it would provide a private school to serve residents of Pleasanton
<br /> and the surrounding areas.
