Therefore, staff believes the granting of the variance would not result in the parking or
<br /> loading of vehicles on public streets in such a manner as to interfere with the free flow of
<br /> traffic on the streets. Accordingly, this fifth finding can be made.
<br /> F. That the granting of the variance will not create a safety hazard or any other
<br /> condition inconsistent with the objectives of this chapter.
<br /> The Traffic Engineering Division has reviewed the project narrative and plan and
<br /> determined the proposed private school would not have significant impacts on the existing
<br /> or future traffic levels, circulation, and parking. Staff expects all students and staff would
<br /> adhere to all posted traffic warning signs in the area, and legally cross the street using
<br /> crosswalks, etc. All approaches at the Neal Street/Second Street intersection are stop-sign
<br /> controlled with striped crosswalks. Collectively, the number of persons and vehicles
<br /> traveling to/from the subject site would be far less than those regularly attending church
<br /> activities at the same location; thus, based simply on the maximum number of persons and
<br /> vehicles no safety hazards would be created. Therefore, staff believes this sixth finding can
<br /> be made.
<br /> Noise
<br /> The PMC states a proposed conditional use must be in accordance with the objectives of the
<br /> Zoning Ordinance. One of those objectives is to "promote the stability of existing land uses that
<br /> conform with the General Plan and to protect them from inharmonious influences and harmful
<br /> intrusions." Staff anticipates the proposed use would generate interior noise levels comparable
<br /> to and no different from those of the existing religious facility in the same location. The
<br /> proposed activities would be held indoors, with the exterior doors closed during operating
<br /> hours. According to the applicant, there would be no loud amplified noise, music or speech
<br /> generating noise above typical speech levels. Accordingly, staff does not believe any special
<br /> noise mitigations would be necessary.
<br /> Pleasanton Downtown Association
<br /> The Pleasanton Downtown Association's Downtown Vitality, Design & Historical Review
<br /> Committee declined to review the proposed application given its relationship to the existing
<br /> church, lack of any proposed site/building modifications and lack of effect on the Downtown
<br /> commercial corridor and parking supply.
<br /> ALTERNATIVES
<br /> As outlined in the above, staff believes the use, as proposed and conditioned, would be
<br /> compatible with the surrounding uses and would not detrimentally affect the surrounding uses
<br /> or properties and recommends the Planning Commission approve the project. However,
<br /> alternatives to the proposal that could be considered by the Planning Commission include:
<br /> 1. Denial of the applications. Such an action would preclude the applicant from
<br /> establishing a private school in the proposed location; or
