<br /> As described in the agenda report, the Traffic Engineering Division has reviewed the
<br /> project narrative and plan and determined the proposed private school would not have
<br /> significant impacts on the existing or future traffic levels, circulation, and parking. During
<br /> their parking availability/occupancy survey, the Traffic Engineering Division noted limited
<br /> occupancy of the available public parking during the anticipated drop-off and pick-up time
<br /> periods leading staff to conclude adequate public parking is available to support the
<br /> proposed use provided the private school staff parking is provided on-site and/or at an
<br /> alternate location. The applicant is proposing to meet their parking requirements by
<br /> providing, in perpetuity with the proposed uses' operation, adequate off-site parking at an
<br /> alternate location within walking distance of the subject site. Staff believes the applicant is
<br /> proposing a reasonable solution to the on-site parking challenges and therefore, deviating
<br /> from a strict or literal interpretation and enforcement of PMC Section 18.88.050 should not
<br /> be required. Accordingly, this fourth finding can be made.
<br /> E. That the granting of the variance will not result in the parking or loading of vehicles
<br /> on public streets in such a manner as to interfere with the free flow of traffic on the
<br /> streets.

<br /> demand, supply, and potential congestion would be minimized since drop-off/pick-up
<br /> related parking is generally short term, allowing for a "turnover" of the adequate available
<br /> spaces during the pick-up/drop-off periods and some proportion of students can reasonably
<br /> be expected to carpool, bike or take transit, reducing the peak pick-up/drop-off parking
<br /> requirement to less than one vehicle per student.
