<br /> Staff believes the proposed private school will not adversely impact the adjacent uses and the
<br /> findings to approve the project could be made as proposed and conditioned. Therefore, staff
<br /> recommends neither of the two project alternatives above be pursued.
<br /> PUBLIC NOTICE
<br /> Notices of these applications were sent to surrounding property owners and tenants within a
<br /> 1,000-foot radius of the site prior to the January 26, 2022, Planning Commission meeting (item
<br /> was continued). Public comments received by staff for that meeting are attached as Exhibit C.
<br /> These comments were generally against the proposed private school use with most neighbors
<br /> concerned about impacts of the use on the local public parking supply based on sensitivity to
<br /> the existing church use on the same site and its perceived impacts on the neighborhood.
<br /> Notices of these applications were again sent to surrounding property owners and tenants
<br /> within a 1,000-foot radius of the site for this meeting date. Staff has provided the location and
<br /> noticing map as Exhibit D for reference. At the time this report was published, no additional
<br /> public comment was received by staff.
<br /> ENVIRONMENTAL ASSESSMENT
<br /> This project is categorically exempt (Section 15301, Class 1 , Existing Facilities) from the
<br /> requirements of the California Environmental Quality Act (CEQA). Therefore, no environmental
<br /> document accompanies this report.
<br /> CONCLUSION
<br /> As proposed and conditioned, staff believes the proposed private school would not adversely
<br /> impact the surrounding uses. Conditions of approval have been included which will ensure the
<br /> safety and general welfare of the surrounding area, and the City in general, is maintained. Staff
<br /> has reviewed the proposed narrative and plans and believes parking has been adequately
<br /> addressed to accommodate this use. Staff believes the proposed use will fulfill a community
<br /> need and the proposed location is appropriate for this use.
