<br /> inconsistent with the limitation on other properties classified in the same zoning
<br /> district.
<br /> The project proposes to provide all required on-site parking, off-site, at an alternate
<br /> location, not adjoining the subject site, and for all students to not be allowed to drive
<br /> themselves and instead walk, use alternative transportation (such as bicycles), take transit,
<br /> or be dropped off/picked up by parents/guardians. While this is a slightly unusual approach,
<br /> that is less-than-optimum, it nonetheless reflects a creative solution to solving the subject
<br /> site's and proposed uses' parking challenges, given the physical constraints that exist. The
<br /> applicant has indicated a high level of willingness to enforce these policies with their
<br /> students and staff and conditions of approval are included requiring the applicant to
<br /> diligently police these issues or face permit modifications/revocation. Based on the
<br /> proposal, the applicant would not be relieved of the requirement to provide parking and
<br /> would instead make available parking spaces for staff and the administrator within a short
<br /> walk (approximately one-half mile), from the subject property. Accordingly, staff does not
<br /> believe granting a variance for allowing all required on-site parking, off-site, at an alternate
<br /> location not adjoining the subject site would constitute the granting of a special privilege
<br /> inconsistent with other properties in the same zoning district. Therefore, this second finding
<br /> can be made.
<br /> C. That the granting of the variance will not be detrimental to the public health, safety
<br /> or welfare, or materially injurious to properties or improvements in the vicinity.
<br /> The applicant is proposing a maximum of 25 students at any one time (current enrollment is
<br /> 10 students and historically has been under 20 students at any one time). There would be a
<br /> maximum of four staff (three teachers and one administrator) on-site at any one time.
<br /> Collectively, a maximum of 29 persons would be on-site at any one time. Relative to the
<br /> existing church activities and the significantly larger attendance numbers associated with
<br /> the church activities, staff believes the existing impacts of the church during its weekly
<br /> religious services are and would continue to far outweigh the impacts of the proposed
<br /> school operations on weekdays. The applicant is proposing to limit the number of trips and
<br /> vehicles arriving/departing the site daily by requiring all staff to park off-site and by also by
<br /> requiring all students to walk, use alternative transportation (such as bicycles), take transit,
<br /> or be dropped off/picked up by parents/guardians and not allow any students of driving age
<br /> to transport themselves to/from school in that manner. As described in the agenda report,
<br /> the Traffic Engineering Division observed the project area and determined adequate public
<br /> parking exists at drop-off and pick-up times to support the proposed use without any
<br /> significant impacts to the surrounding area. Therefore, staff believes granting the proposed
<br /> variance would not be detrimental to the public health, safety, or general welfare or
<br /> materially injurious to properties in the area and this third finding can be made.
