General Plan Land Use Element Policy 22 does not allow urban <br />development beyond the UGB line. <br />Measure FF indicates that the southern location of the UGB line through Happy Valley is based on <br />the physical terrain as it extends along the base of the steep hills that enclose the Happy Valley Area. <br />The Measure FF description of the UGB line would place the UGB at the base of Spotorno Hill. (The <br />voter-affirmed UGB map did not include any parcel lines, and it was mapped at a 3,000-foot to 1- <br />inch scale that makes it challenging to precisely locate on a parcel map.) When the City updated its <br />General Plan in 2005, a different mapping program was used, which plotted a slightly different UGB <br />location on the project site, also considered approximate. The site-specific topographical mapping <br />prepared for this project allows for refinement and a more precise placement of this boundary at the <br />base of Spotorno Hill, consistent with the intent of Measure FF. <br />Measure PP and Measure QQ <br />In November 2008, Pleasanton voters approved two ballot initiatives relating to the City’s growth <br />limits and regarding General Plan Policy:7 <br />1. Measure PP: Save Pleasanton’s Hills and Housing Cap, a voter initiative <br />2. Measure QQ: The Pleasanton Ridgelines Protection and Growth Control Initiative (a City <br />Council measure) <br /> <br />These two measures were incorporated into the 2005–2025 Pleasanton General Plan adopted by the <br />City Council on July 21, 2009. <br />Measure PP limits the placement of housing units and structures on slopes of 25 percent or greater <br />or within 100 vertical feet of a ridgeline, limits grading on slopes of 25 percent or more or within 100 <br />feet of a ridgeline to build residential or commercial structures, and exempts from these restrictions <br />projects of 10 or fewer housing units on property that constituted a single legal parcel, as of January <br />1, 2007. Measure PP also limits subdivision of a legal parcel, existing as of January 1, 2007, to <br />approve no more than 10 housing units. <br />Measure QQ reaffirmed and readopted policies in the then existing General Plan to: (1) preserve <br />scenic hillside and ridge views of specific ridges; (2) study the feasibility of preserving large open <br />space areas in the Southeast Hills; and (3) protect large contiguous areas designated as Open Space <br />in the General Plan. <br />2.3 - Project Components <br />The project applicant is proposing to build 22 single-family homes on approximately 31 acres within <br />the approximately 33-acre Spotorno Flat Area of the Spotorno Ranch property (Exhibit 3). All homes <br />would be developed to the standards set forth in the HVSP, and consistent with design guidelines <br /> <br />7 As subsequent litigation determined that Pleasanton’s earlier voter adopted housing cap was in conflict with State law, those <br />portions of Measure PP related to the housing cap are not discussed here.
