14 <br /> THE CITY OF <br /> ..\14:r=7.,fa <br /> -•• "' CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> February 15, 2022 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER A PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT <br /> PLAN, VESTING TENTATIVE SUBDIVISION MAP, AND AFFORDABLE <br /> HOUSING AGREEMENT FOR AN APPROXIMATELY 112-ACRE <br /> VACANT SITE (APN 949-16-6, ADJACENT TO 1000 MINNIE DRIVE) IN <br /> THE HAPPY VALLEY SPECIFIC PLAN AREA, ALLOWING FOR THE <br /> DEVELOPMENT OF 22 RESIDENTIAL UNITS AND RELATED <br /> IMPROVEMENTS, AND VACATION OF A SEGMENT OF A PUBLIC <br /> ROAD EASEMENT <br /> SUMMARY <br /> The proposed project, the Flat at Spotorno Ranch, consists of the following on an <br /> existing approximately 112-acre vacant parcel located adjacent to 1000 Minnie Drive <br /> with an APN 949-16-6: (1) a Planned Unit Development (PUD) Development Plan for 22 <br /> single-family homes and 22 Accessory Dwelling Units (ADU) with related improvements; <br /> and (2) a Vesting Tentative Subdivision Map to subdivide the existing lot into 25 parcels <br /> including 22 single-family residential lots, two common-area parcels, and one <br /> agriculture/open space parcel retained by the Spotorno family. An Affordable Housing <br /> Agreement is also requested in conjunction with the project. The subject site is located <br /> in the Happy Valley Specific Plan (HVSP) area, identified as Lot 98, and pre-zoned for <br /> Planned Unit Development - Semi-Rural Density Residential (PUD-SRDR) District. The <br /> proposed development meets the density requirements of both the General Plan and <br /> the HVSP. The proposed PUD development plan establishes allowed uses, <br /> development standards, and design criteria for the Flat at Spotorno Ranch. The <br /> proposed subdivision includes configurations of lots, streets, and on- and off-site <br /> subdivision improvements, such as curb/gutter, sidewalks, trails, stormwater retention <br /> areas, and water and sanitary sewer facilities. The proposal also includes vacation of an <br /> unused portion of public road easement located within the proposed development area. <br /> Planning Commission Action <br /> On December 8, 2021, the Planning Commission, after hearing public testimony and <br /> discussing the proposal, unanimously recommended the City Council approve the <br /> project as proposed, subject to conditions of approval. The Planning Commission <br /> emphasized that the section of the proposed Happy Valley Loop Trail along Alisal Street <br /> should be constructed as part of the subdivision improvements prior to construction on <br /> any residential homes.
