City of Pleasanton–Spotorno Ranch Reduced Development Project
Project Description Initial Study/Addendum

24 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
developed as a component of the PUD.8 Each home would provide an ADU of up to 1,000 square
feet, whether attached to the main house or freestanding. ADUs, per the Pleasanton Municipal Code
(PMC), would be built within the maximum floor area ratio (FAR) for the PUD (25 percent for 2-
stories and 40 percent for single-story) and could also be built as second story units. Although
maximum height of an ADU is limited by the City’s code to 16 feet, a PUD is allowed to propose up
to 25 feet in the proposed design guidelines.9 The proposed project would require the development
of an internal circulation system connecting the project to Alisal Street on the west and Westbridge
Lane on the south (including new trails), roadway improvements, landscaping, and bioretention
facilities. In accordance with the requirements of the HVSP, the proposed project would permanently
preserve approximately 81 acres of Lot 98 (labeled as “Parcel C” on the proposed site plan in Exhibit
3) as agricultural open space.
Table 1: Summary of Project Components
Land Use Units Acres Percent of Site
Single-family Detached Residential Lots1 22 24.1 15.6
Spotorno Ranch Road – 1.91 1.3
Westbridge Lane – 0.37 0.02
Alisal Street – 0.51 0.3
Parcel A Open Space including bioretention
and wetland preservation – 3.00 2
Parcel B (storm drain area) – 0.83 0.5
Parcel C (Agricultural Open Space) – 81.2 52.5
(Undevelopable acreage (fault zone setback).
Part of Parcel C) – (2.0) –
Total 22 111.92 100
Notes:
1 Each lot would have one house and one ADU
Source: RJA 2021.

2.3.1 - Residential Development
Lot sizes would range between approximately 43,632 square feet and 51,601 square feet, with a
minimum lot size of one acre.
