DISCUSSION <br />General Plan and Zoninq <br />The general regulations and compliance for the General Plan and Zoning district are <br />outlined below. <br />General Plan Land Use Designation. The property has a General Plan land use <br />designation of Rural Density Residential. Although the General Plan land use <br />designation is residential, churches and religious facilities are permitted within <br />residential zones therefore the project as proposed would continue to be consistent with <br />the General Plan land use designation. The proposed project conforms to the General <br />Plan land use designation and with the following General Plan goals, policies and <br />programs: <br />• Land Use Element Goal 2: Achieve and maintain a complete well-rounded <br />community of desirable neighborhoods, a strong employment base, and a variety <br />of community facilities. <br />• Land Use Element Proaram 2.2: Encourage the reuse of vacant and <br />underutilized parcels and buildings within existing urban areas. <br />• Land Use Element Policv 4: Allow development consistent with the General Plan <br />Land Use Map. <br />Zoning District. The property is zoned PUD-RDR/A-OS (Planned Unit Development — <br />Rural Density Residential/Agriculture and Open Space) District. The intent of the <br />original rezoning was to zone the portion of the property north of the creek, which is to <br />remain with the existing church, as PUD -A -OS and the area south of the creek, to be <br />developed with new single-family homes, as PUD-RDR. The proposed project would be <br />developed on the portion of the site zoned PUD-RDR. Since the current PUD stated the <br />subject area is to allow the permitted and conditional uses of the One -Family <br />Residential District, which allows for churches and religious facilities as conditionally <br />permitted uses, no rezoning is required. <br />A detailed analysis and discussion of the proposed project including discussion of <br />consistency with the rural character of the area, the church operations, architecture, site <br />design, building design, landscaping, traffic, parking, circulation, and noise is included in <br />the attached Planning Commission agenda report, Attachment 3. <br />During the public hearing, the Planning Commission's questions and discussion focused <br />on a limited number of topics, including the impacts of large events, tree retention and <br />site screening along Dublin Canyon Road, and light impacts on the adjacent neighbor to <br />the east. <br />Staff was able to provide additional information on the types and sizes of events that <br />would typically happen throughout the year as well as clarify all events over 350 people <br />in attendance would require approval through the City's Temporary Use Permit process <br />Page 9 of 12 <br />
