to be reviewed by various departments including the Planning Division, Traffic <br />Engineering Division, Police Department, and Fire Department. <br />The Planning Commission also acknowledged that although a number of trees would <br />need to be removed to accommodate the project as well as the undergrounding of <br />utilities along Dublin Canyon Road, they requested the applicant continue to work with <br />City staff during the final stages of preparing construction drawing to save as many <br />trees where feasible. <br />Lastly, during the initial work session, one Planning Commissioner had expressed <br />concerns the parking lot would be overly visible from Dublin Canyon Road. In response, <br />the applicant included additional rendering views in the final submittal package (see <br />Attachment 5) to better demonstrate the parking will be adequately screened from view <br />along Dublin Canyon Road. While reviewing the site screening and landscape plans, <br />the Planning Commission also discussed the concerns raised by the neighbor to the <br />west that additional screening be provided along the western property line to better <br />screen vehicle lights that may spill over into their property at night and requested staff <br />and the applicant look further into the concerns. After the public hearing, the applicant <br />provided additional photos of the existing vegetation and landscaping along the western <br />property line, and staff determined the adjacent home was located approximately 150 <br />feet from the adjacent property line and believed that as proposed, the adjacent <br />property would be adequately screened. <br />In conclusion, and as detailed in the Planning Commission agenda report, staff and the <br />Planning Commission concluded the proposed project is well designed and in keeping <br />with the semi -rural character of Dublin Canyon Road and the existing General Plan and <br />Zoning designations. In addition, conditions of approval have been recommended which <br />will ensure the safety and general welfare of the surrounding area is maintained. <br />Overall, the facility will fulfill a community need and the proposed location is appropriate <br />and will not impact neighboring properties or uses. The Planning Commission concurred <br />with staffs conclusion that the proposed project is designed in a manner compatible <br />with the surrounding residential developments, and therefore merits approval. <br />PUBLIC NOTICE <br />Notice of this application was sent to surrounding property owners and tenants within a <br />1,000 -foot radius of the site. Staff has provided the location and noticing maps as <br />Attachment 8 for reference. At the time of the report publication, staff received no <br />comments or concerns regarding the proposed project. Staff has also included the <br />public comments sent prior to the April 14, 2021 Planning Commission Work Session <br />and Public Hearing for reference in Attachment 7. Any additional public comments <br />received after publication of this report will be forwarded to the Council. <br />Page 10 of 12 <br />
