3. Introduce the draft ordinance approving Case PUD -114-01 M and P20-0995, <br />subject to conditions of approval listed in Exhibit A of Attachment 1; <br />4. Adopt the resolution approving Conditional Use Permit (P20-0994) to operate a <br />9,792 -square -foot church and 24,971 -square -foot multi-purpose, subject to <br />conditions of approval listed in Exhibit A of Attachment 2. <br />FISCAL IMPACT <br />As a religious organization, the applicant qualifies for a property tax exemption, <br />therefore it would not result in new property tax revenue and would not contribute <br />financially for any increased demand for services such as police, fire, etc. However, the <br />applicant would have to pay development impact fees (e.g., fee, capital facilities fee, <br />traffic fees, water/sewer connection fees, etc.), which would be used to pay for the cost <br />of new City facilities and infrastructure attributable to the development. <br />BACKGROUND <br />PUD -114 and Parcel Map 10539 <br />In August 2016, the City Council approved a rezoning and development plan to rezone <br />the property from the A (Agriculture) District to the PUD-RDR-A/OS (Planned Unit <br />development — Rural Density Residential — Agriculture/Open Space) district, and to <br />allow for the construction of three new single-family residences with three ADUs on an <br />approximately 4.3 -acre portion of the 16.2 -acre site (PUD -114). Subsequent to the PUD <br />approval, in April 2017, a four -lot subdivision was approved by the City to subdivide the <br />existing 16.2 -acre site into four lots in accordance with the PUD approval. A two-year <br />extension of the map approval was originally granted on April 26, 2019, with an <br />additional one-year extension granted on April 9, 2021; however, the map has not been <br />recorded. <br />The conditions of approval for PUD -114 stated the residential lots covered by the PUD <br />development plan would be subject to the permitted and conditional uses of the <br />One -Family Residential District, and the agriculturally zoned portion of the lot covered <br />by the PUD development plan would be subject to the permitted and conditional uses of <br />the Agriculture District as defined in the Pleasanton Municipal Code. Churches, <br />convents, monasteries, parish houses, parsonages, and other religious institutions are <br />conditionally permitted uses in both the One -Family Residential and Agriculture <br />Districts. <br />On November 30, 2020, the applicant submitted an application for Major Modification to <br />the PUD development plan (PUD -114), to construct and operate a 9,792 -square -foot <br />church and an associated 24,971 -square -foot multi-purpose building on the portion of <br />the site previously approved for three new single-family homes. <br />The project was presented to the Planning Commission at a work session on April 14, <br />2021. At the work session, the Planning Commission was generally supportive of the <br />project, and requested the applicant save trees where possible, review landscaping <br />along Dublin Canyon Road to verify parking will be adequately screened, clarify second <br />story massing near adjacent property lines, and review building heights and reduce <br />Page 2 of 12 <br />
