THE CITY OF <br />PLEASANTON. <br />ii <br />Iy <br />CITY COUNCIL AGENDA REPORT <br />August 17, 2021 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER APPLICATIONS FOR (1) A MAJOR MODIFICATION TO <br />PLANNED UNIT DEVELOPMENT (PUD -114) AND MINOR SUBDIVISION; <br />AND (2) CONDITIONAL USE PERMIT TO CONSTRUCT AND OPERATE A <br />9,792 -SQUARE -FOOT CHURCH AND TWO-STORY 24,971 -SQUARE - <br />FOOT MULTI-PURPOSE BUILDING WITH GYMNASIUM ON A 4.3 -ACRE <br />PORTION OF THE 16 -ACRE SITE LOCATED AT 11300 DUBLIN CANYON <br />ROAD <br />SUMMARY <br />The applicant, on behalf of Resurrection Greek Orthodox Church, is proposing a Major <br />Modification to Planned Unit Development (PUD -114), Minor Subdivision (P20-0995), <br />and Conditional Use Permit (P20-0994) to construct and operate a 9,792 -square -foot <br />church and 24,971 -square -foot multi-purpose on a 4.3 -acre portion of the 16 -acre <br />Pleasant View Church of Christ site. The currently approved PUD development plan <br />allows for the subdivision of the 4.3 -acre portion of the property into three lots to <br />construct three new single-family residences, three second units (ADUs), and <br />associated site improvements. The proposed PUD modification would replace these <br />residential uses within the church complex. The Planning Commission, at the July 14, <br />2021 public hearing, recommended approval of the project subject to conditions of <br />approval. The item is now before the City Council, who may approve, approve with <br />conditions, or deny the applications. <br />PLANNING COMMISSION ACTION <br />On July 14, 2021, the Planning Commission, on a 5-0 vote, recommended approval of <br />the application based on the project analysis and PUD and CUP considerations and <br />subject to the Conditions of Approval shown in Attachments 1 and 2. The Planning <br />Commission agenda report and minute excerpt are included as Attachments 3 and 4. <br />The Planning Commission took the following action(s): <br />1. Find the anticipated environmental impacts of the proposed development are <br />adequately evaluated in the Supplemental Environmental Impact Report <br />prepared for the 2011 Housing Element update and none of the conditions in <br />CEQA Guidelines Section 15162 calling for preparation of subsequent <br />environmental review have occurred; <br />2. Make the PUD (PUD -114-01 M) and CUP (P20-0994) findings for the proposed <br />development plan as stated in the draft ordinance, Attachment 1; and draft <br />resolution, Attachment 2; <br />
