ATTACHMENT 6 <br /> • Provide $300,000 of funding to the City to construct a public trail which meets the <br /> design per the Trails Master Plan along the south side of Nevada Street, Exhibit E <br /> provides a rough location for the trail segment <br /> • Provide funding to the City for trail maintenance (for the portion of the trail this project is <br /> funding) for five years <br /> • Installation of photovoltaic panels on the roof of the building <br /> • Inclusion of green building measures to meet a LEED (Leadership in Energy and <br /> Environmental Design) "Silver" rating <br /> • Construct a public seating area (two decorative benches) on the south side of the <br /> property along the new public sidewalk for Nevada Street <br /> Employee Density, Traffic, and Environmental Impacts <br /> The use proposed will have no more than three employees on-shift at one time and will <br /> generate minimal traffic, compared to other uses that might occupy buildings of a similar size. <br /> The applicant provided a Trip Generation Traffic Analysis by Fehr and Peers which was <br /> reviewed and accepted by the City's Traffic Division, Exhibit F. The Traffic Division concurs <br /> that the project will have very low daily and peak trip generation and concludes that the project <br /> is not expected to significantly impact the transportation system. An evaluation of the project <br /> was also completed pursuant to CEQA; which concludes that the project would not result in <br /> any significant environmental impacts. <br /> CONSIDERATIONS FOR THE WORKSHOP <br /> Staff seeks the Planning Commission's direction and feedback on the proposed development, <br /> specifically the focus topics below. The Commission may also provide direction on topics not <br /> included in the below list. <br /> Building Massing and Scale <br /> The proposed buildings are a mix of sizes and heights including a new 30-foot by 30-foot <br /> single-story office (18-feet, 2-inches tall), 65-foot by 150-foot single-story storage building (13- <br /> feet, 6-inches tall), and approximately 493-foot by 139-foot three-story storage building (37-feet <br /> tall). Particularly, the three-story building will be substantially larger than the existing single- <br /> story storage buildings located on site; however, as noted, it would remain within the allowable <br /> height and setbacks for this zoning district. <br /> The project site will have two frontages. One along Stanley Boulevard and the other on <br /> Nevada Street, once it is opened for through traffic. The office is sited close (i.e., 20-feet <br /> setback) to the property line at Stanley Boulevard near the location of the existing office that is <br /> being demolished (i.e., -40-feet setback from Stanley Boulevard). The new three- and one- <br /> story storage buildings are set back a substantial distance from the front property line at <br /> Stanley Boulevard (i.e., -360-feet to the three-story building and -570-feet to the one-story <br /> building) and are separated from Stanley Boulevard by other buildings. <br /> The two new storage buildings are sited closer to the Nevada Street frontage ranging from 12- <br /> feet to 52-feet from the new frontage at Nevada. The south building elevations facing Nevada <br /> Street incorporate articulation including insets and projections, color and material changes, <br /> architectural detailing, spandrel (faux) windows, and (for the three-story building) a 10-foot <br /> deep third-floor step back along a portion of the building.
