Task 4.0 — Basis of Design Task 4.1— Basis of Design Report Based on findings in Task 2 and 3, CONSULTANT shall develop the Basis of Design Report for the Project that will serve as the basis for final design. The Basis of Design Report will include the following elements: • Description of recommended improvements • Design criteria for recommended improvements • Preliminary site/structure/equipment layout for recommended improvements • Engineer's opinion of probable construction cost based on AACE Level 4 cost estimating standards. • Engineer's opinion of probable annual O&M cost additions (i.e. additional O&M costs related to PFAS treatment and other improvements). The O&M cost estimates will be based on manufacturer's recommendations and/or the results of Task 5 — PFAS Process Design Confirmation Testing. • Design and construction schedule including an overview of construction constraints and sequencing • Summary of California Environmental Quality Act (CEQA) and how the CEQA dovetails into the project schedule. • Summary of permits required, including: o Department of Drinking Water (DDW) permits o Construction permits • Summary of DDW requirements for operator certification for the PFAS treatment facility. • Identify the need for a new electrical service from Pacific Gas and Electric, if required. After the Draft Basis of Design Report is submitted, CONSULTANT will prepare for, and conduct, a workshop to present findings. Task 4.2 — 10 % Design Drawings The CONSULTANT will develop 10% level design drawings in AutoCAD of the recommended facilities. The design drawings will include the following at both Wells 5/6 and Well 8 (as required): • Demo of existing facilities, as required • Basic site plan of recommended improvements • PFAS treatment process area plan view • Chemical treatment process area plan view • Existing building modifications plan, including locations of major mechanical and electrical equipment • Preliminary process flow diagram including PFAS treatment and the selected chemical dosing systems upgrades • Preliminary electrical single line drawing and load list, reflecting equipment upgrades Task 4.0 - Deliverables 1. Draft and Final Basis of Design Report. The CONSULTANT will provide a PDF copy of the Basis of Design Report. 2. 10% level drawings of the recommended facilities. The CONSULTANT will provide a PDF copy and 5 hard copies of the drawing package. 3.
