BACKGROUND <br /> The applicant, Chabot Las Positas Community College District (CLPCCD), operates <br /> community colleges in Livermore (Las Positas College) and Hayward (Chabot College). <br /> CLPCCD operates a facility in Dublin housing its Economic Development and Contract <br /> Education (EDGE) division, which has the following six operations: Administration & Fiscal <br /> Agency, Apprenticeship, Contract Education, Title IV-E Child Welfare, Tri-Valley Career <br /> Center, and Occupational Safety and Health Administration (OSHA) training. CLPCCD wishes <br /> to relocate the EDCE division and related operations from the Dublin facility to Pleasanton. <br /> Pursuant to the PMC's various use categories, and based on the characteristics of the <br /> operations, staff has determined that the Administration & Fiscal Agency, Apprenticeship, <br /> Contract Education, Title IV-E Child Welfare and Tri-Valley Career Center operations are <br /> considered office uses, which are permitted at this location. However, the OSHA training <br /> facility is considered a trade school and requires a CUP at this location. <br /> SITE AND AREA DESCRIPTION <br /> The subject site is an approximately 4.4-acre parcel located on the southwest corner of the <br /> intersection of Owens Drive and Willow Road, directly across the street from the <br /> Dublin-Pleasanton BART station parking lot. The site contains a four-story, approximately <br /> 96,720-square-foot multi-tenant building and a two-level parking structure. John Muir Health's <br /> medical offices are located on the first and second floors and an office use is located on the <br /> fourth floor. The third floor, where the proposed use would be located is vacant. Vehicular <br /> access to the site is provided by two driveways: one off Owens Drive and one off Willow Road <br /> that is shared with 24-Hour Fitness. <br /> Adjacent uses to the site include 24-Hour Fitness to the south, Chabot Canal and office <br /> buildings to the west, the BART parking lot located across Owens Drive to the north, and <br /> Galloway Apartments across Willow Road to the east (shown in Figure 1). There is an existing <br /> two-story parking structure with 223 parking spaces behind the building and 192 surface <br /> parking spaces around the building (shown in Figure 2). A total of 415 parking spaces are <br /> located on the site, all of which are shared between the tenants of the building. <br /> P20-0350, 5860 Owens Drive, 3rd Floor Planning Commission <br /> 2 of 9 <br /> <br /> units as a comparison. <br /> Commissioner Balch stated he was amenable to the general massing referenced in Discussion <br /> Point 3 and mentioned that the option selected is the slightly better choice. <br /> Commissioner Ritter discussed the layout and positioning and to Commissioner Allen's point, <br /> agreed with her comments around the importance of traffic circulation; he further stated the <br /> massing is all-encompassing of that and requested additional articulation on the building <br /> design. <br /> Commissioner Brown expressed concern with the wrap-around building and the view from <br /> Stoneridge Mall Road. <br /> Planning Commission Minutes Page 7 of 9 March 11, 2020 <br />already <br /> approved and accounted for increased congestion.
