Project Approach and Scope of Work <br /> As outlined above, staff believes that much of the considerable background information, <br /> analysis, and technical data used in the development of the draft EPSP will be a useful <br /> foundation for the next phase effort. Similarly, the previously-developed Vision <br /> Statement and Guiding Principles were well-vetted and will continue to provide sound <br /> guidance for the EPSP. <br /> A key change proposed between the prior and current planning effort is to appoint the <br /> Planning Commission as the advisory body providing input on the plan, rather than <br /> convening a separate appointed task force. Additional public engagement opportunities <br /> will be provided through dedicated public meetings and workshops, as well as regular <br /> "check-ins" with City Council to ensure the plan is proceeding according to expectations, <br /> and to provide any necessary course corrections deemed appropriate. <br /> Although much of the prior work can be carried forward, it will nonetheless be important <br /> for the planning process to follow some of the similar steps taken previously, including <br /> (re)introducing and establishing conditions; discussion and analysis of land use and <br /> circulation alternatives; engagement with the public and key stakeholders; and <br /> appropriate opportunities for input from the community, appointed boards and <br /> commissions, and the City Council. With these factors in mind, staff has developed a <br /> preliminary scope of work for completion of the EPSP, including the tasks outlined <br /> below. <br /> Staff proposes to engage a professional services team to assist with this effort and has <br /> issued a Request for Proposals for both planning and CEQA-related services. A new <br /> lead consultant to help staff prepare the specific plan will be selected. However, for <br /> continuity, staff proposes to re-engage most of the key technical subconsultants in <br /> areas such as traffic and circulation, economic and fiscal analysis, and civil engineering <br /> and infrastructure evaluation. The professional services contract, including a final <br /> proposed scope of work, will be brought back to the City Council for review and <br /> approval at a future meeting. <br /> Key project tasks are expected to include: <br /> 1. Project Re-initiation: This task will include introductory meetings with the <br /> consultant team, key stakeholders, such as PUSD, PGS, Alameda County <br /> and Zone 7, site visit(s) and initial workshops and meetings with the <br /> Planning Commission, as well as community workshops. <br /> 2. Alternatives Development and Selection. The objective of this task is <br /> to review the mix of land use types (e.g., residential at varying densities, <br /> commercial, and industrial) and refine project alternatives. This is <br /> anticipated to be achieved over the course of two to three Planning <br /> Commission meetings and a separate public workshop where alternatives <br /> and initial concepts of land use and circulation are discussed.
