discussion will be in part supplemented by technical analysis, including <br /> fiscal/financial, traffic and circulation, and utilities and infrastructure, to <br /> ensure each is technically and financially feasible and does not result in <br /> fiscal burdens to the City or local ratepayers for the alternatives. <br /> This task will include "check-ins" with the City Council to review policy <br /> options and refine alternatives. <br /> 3. Base Plan Recommendation: This task will establish a new "base plan," <br /> which will be the point of reference for analysis against other alternatives, <br /> as well as a phasing plan for the project. <br /> Review and refinement of the base plan will include input from key city <br /> departments and stakeholders as needed. The process to select a <br /> recommended "base plan" will include input from the Planning <br /> Commission, advisory commissions and committees (e.g., Parks and <br /> Recreation Commission, Bicycle and Pedestrian Trails Committee, <br /> Housing Commission, etc.), and incorporation of public comments. The <br /> Commission-recommended base plan will be brought to the City Council <br /> for review and further refinement prior to proceeding with the preparation <br /> of the specific plan and Draft EIR. <br /> 4. Draft Plan and EIR. This task will include preparation of an updated draft <br /> East Pleasanton Specific Plan, and update and recirculation of the Draft <br /> EIR, with both documents revised to reflect the recommended base plan, <br /> updated existing conditions, and for the EIR, updated impact and <br /> alternatives analysis. The draft plan preparation will include public, <br /> Planning Commission, and City Council review. <br /> 5. Final Plan and EIR Review and Consideration: Subsequent to <br /> receiving comments on the specific plan and the draft EIR, the final task is <br /> preparation of the final EIR and final specific plan for recommendation by <br /> Planning Commission to the City Council for adoption, including public <br /> hearings with both bodies to review and consider the final plan. <br /> Community Process <br /> As indicated in the outline scope above, providing appropriate opportunities for public, <br /> Planning Commission, and City Council input will be important at each stage of the <br /> EPSP process. This will include: <br /> • Planning Commission meetings and hearings. As noted, it is recommended that <br /> the Planning Commission be the advisory body that provides in-depth review and <br /> guidance to staff and the consultant team throughout the process. As with all <br /> Planning Commission meetings, the public will be able to attend and provide <br /> comments at each meeting. <br /> • Public workshops and meetings.
