THE CITY OF 11 L�EASANTON� CITY COUNCIL AGENDA REPORT February 18, 2020 Community Development TITLE: REVIEW AND PROVIDE POLICY DIRECTION ON KEY PLANNING CONSIDERATIONS, PROJECT APPROACH, AND SCOPE OF WORK FOR COMPLETION OF THE EAST PLEASANTON SPECIFIC PLAN SUMMARY The City Council identified completion of the East Pleasanton Specific Plan (EPSP) as a priority in the 2019-2020 work plan. On November 19, 2019, the City Council reviewed and considered key planning considerations for the East Pleasanton Specific Plan, but did not conclude that discussion, and continued the item for final action at a subsequent meeting. With the objective of resuming work on the EPSP in 2020, staff is seeking early input from the City Council on several elements that will guide the planning effort, including confirmation of the key land use and policy considerations that will be the foundation of the plan; overall project approach; and the project scope of work, including major work tasks, proposed public process, and schedule. Included with this report is some supplemental information in response to City Council questions, specifically, a timeline that summarizes the specific plan schedule, and how it aligns with the next update to the Housing Element. RECOMMENDATIONS Staff recommends the City Council: 1. Receive the presentation from staff; 2. Discuss the overall project approach and proposed scope of work, including key planning considerations, tasks, public process, and initial schedule; and 3. Provide direction to staff to proceed with the East Pleasanton Specific Plan update, as outlined in the proposed timeline. FISCAL IMPACT Ponderosa Homes, as the major proponent of the EPSP effort, will provide funding for professional services related to the planning, technical, and environmental (CEQA) review, with these services to be retained and directly managed by the City. As a result, there will be no fiscal impact to the City's planning review and administration operating budget.
