THE CITY OF 11 <br /> L�EASANTON� CITY COUNCIL AGENDA REPORT <br /> February 18, 2020 <br /> Community Development <br /> TITLE: REVIEW AND PROVIDE POLICY DIRECTION ON KEY PLANNING <br /> CONSIDERATIONS, PROJECT APPROACH, AND SCOPE OF WORK FOR <br /> COMPLETION OF THE EAST PLEASANTON SPECIFIC PLAN <br /> SUMMARY <br /> The City Council identified completion of the East Pleasanton Specific Plan (EPSP) as a <br /> priority in the 2019-2020 work plan. On November 19, 2019, the City Council reviewed <br /> and considered key planning considerations for the East Pleasanton Specific Plan, but <br /> did not conclude that discussion, and continued the item for final action at a subsequent <br /> meeting. <br /> With the objective of resuming work on the EPSP in 2020, staff is seeking early input <br /> from the City Council on several elements that will guide the planning effort, including <br /> confirmation of the key land use and policy considerations that will be the foundation of <br /> the plan; overall project approach; and the project scope of work, including major work <br /> tasks, proposed public process, and schedule. Included with this report is some <br /> supplemental information in response to City Council questions, specifically, a timeline <br /> that summarizes the specific plan schedule, and how it aligns with the next update to <br /> the Housing Element. <br /> RECOMMENDATIONS <br /> Staff recommends the City Council: <br /> 1. Receive the presentation from staff; <br /> 2. Discuss the overall project approach and proposed scope of work, including key <br /> planning considerations, tasks, public process, and initial schedule; and <br /> 3. Provide direction to staff to proceed with the East Pleasanton Specific Plan <br /> update, as outlined in the proposed timeline. <br /> FISCAL IMPACT <br /> Ponderosa Homes, as the major proponent of the EPSP effort, will provide funding for <br /> professional services related to the planning, technical, and environmental (CEQA) <br /> review, with these services to be retained and directly managed by the City. As a result, <br /> there will be no fiscal impact to the City's planning review and administration operating <br /> budget. <br />
