November 19, 2019, City Council Meeting, Excerpt Minutes <br /> East Pleasanton Specific Plan <br /> In response to Councilmember Testa, Assistant City Manager Dolan displayed the aerial map of the <br /> EPSP and noted the areas the City versus the County. City Manager Fialho clarified that Steelwave <br /> had a proposal before the City for a 200-unit subdivision that was slated to be built on the County <br /> portion of the EPSP. The project was denied because the EPSP is a priority in City Council Work <br /> Plan. <br /> In response to Councilmember Brown's inqui ry, City Manager Fialho advised that even though <br /> Pleasanton is within the sphere of influence, it does not influence County decisions, and that the City <br /> would require repayment for any services it provides to County areas. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho advised that through the end of <br /> the housing cycle, the City has a certified Housing Element in place. Assistant City Manager Dolan <br /> advised the property does not have a transit stop and that City may not have enough units to meet <br /> the single-family unit requirements. <br /> In response to Councilmember Testa, Assistant Director Clark advised that Ponderosa Homes will <br /> be an interested party in the project, will fund the cost of consultant services and provide additional <br /> funding for contract staff. Councilmember Testa expressed concerned that public perception is that it <br /> is only a housing development. She would like to see all options for the area explored. She noted a <br /> resident suggested that the City ask for a FPPC advice letter to see if there is a conflict of interest in <br /> this project. Staff noted that previous specific plans have included the use of a developer to fund <br /> consultants and has been a proven past practice. <br /> Councilmember Testa expressed concern that the Planning Commission may not have the <br /> bandwidth to undertake the project. City Manager Fialho advised that the plan timeline may take <br /> longer to accommodate schedules. <br /> In response to Councilmember Testa, City Manager Fialho advised in the event the PGS facility is <br /> relocated the goal will be to keep rates the same. She expressed her concern about allowing <br /> residents to vote on the EPSP. City Manager Fialho advised that it could be written in as a policy to <br /> the EPSP that a public vote occur, Council would need to provide that direction to staff. <br /> Mayor Thorne opened the item for public comment. <br /> Jeff Schrader, _Ponderosa Homes, encouraged City Council to move forward with the EPSP and <br /> noted it has been a policy in the General Plan since 1996. Ponderosa Homes has worked with the <br /> major property owners to halt their plans for industrial uses and have been aligned to complete the <br /> development. He cited the current housing crisis supports the development of the EPSP. The <br /> proposal is to develop a better plan that will include affordable housing for seniors, veterans , military <br /> personnel, families, and families with special needs adult children. He also noted the plan will <br /> include a school, road and trail improvements and will be designed and developed to reflect the <br /> characteristics and values of Pleasanton. <br />
