November 19, 2019, City Council Meeting, Excerpt Minutes <br /> East Pleasanton Specific Plan <br /> Assistant City Manager Dolan advised that staff it is asking that Council discuss the item and provide <br /> final direction at its December 3 meeting. He did advise staff will be coming back to City Council with <br /> approval for the consultant. <br /> In response to Mayor Thorne's inquiry, Assistant City Manager Dolan advised there is currently a <br /> two- year State bill regarding Urban Boundary Limits but is unaware of its status. <br /> Councilmember Pentin suggested that at each public hearing and meeting it be reiterated the project <br /> is driven by staff and not the consultant. In response to Councilmember Pentin's inquiry, Assistant <br /> City Manager Dolan clarified the subcommittee is intended to be members of the Planning <br /> Commission who will attend public meetings so there is no disconnect. <br /> In response to Councilmember Pentin's inquiry, Assistant Director Clark advised it would be in the <br /> City's best interest to have an adopted Housing Element before the EPSP, but units do not count <br /> towards RHNA. Assistant City Manager Dolan advised zoning needs to be completed for the <br /> Housing Element, but it needs an approved EPSP. <br /> In response to Councilmember Brown's inquiry, Assistant Director Clark advised environment impact <br /> includes air quality, noise and traffic and the plan is to make sure levels of service remain the same <br /> and are not degraded. <br /> In response to Councilmember Brown's inquiry, Assistant Director Clark advised RHNA numbers for <br /> 2023 will not be available until 2021 however, the number will be larger than in previous years. <br /> Assistant City Manager Dolan advised there will not be enough zoned sites to accommodate the <br /> City's RHNA obligation. He projected the number could double but concedes it's an educated guess. <br /> In response to Councilmember Brown's inquiry, City Manager Nelson Fialho advised the issue is that <br /> the state turns a blind eye to the current conditions that the City might be experiencing when issuing <br /> the housing mandates. He advised the City can address water quality in the EPSP, that the state will <br /> be looking to the City to fix the water quality issues and that they may be some funding <br /> opportunities. <br /> In response to Councilmember Narum, Assistant Director Clark advised the General Plan contains a <br /> policy to develop the EPSP. Assistant City Manager Dolan said it is like the General Plan and what <br /> was done for the original EPSP. <br /> In response to Councilmember Narum's inquiry, Assistant Director Clark advised the zoning in the <br /> allows developers to make an application for development and that the Planning Commission will <br /> employ various community outreach methods. Assistant City Manager Dolan advsied they are <br /> always open to suggestions for community outreach. <br /> In response to Councilmember Narum, Assistant City Manager Dolan advised 2023 RHNA numbers <br /> are a moving target; said the City is not looking to solve its RHNA numbers through the EPSP and <br /> that several options will be considered. <br />
