November 19, 2019, City Council Meeting, Excerpt Minutes <br /> East Pleasanton Specific Plan <br /> Anne Roby , Board member Sunflower Hill and parent of an adult with Downs Syndrome, <br /> encouraged Council to move forward with the EPSP as it will allow for housing for adults with special <br /> needs, and to include Sunflower Hill as part of the affordable housing options for the EPSP. <br /> Janeen Rubino-Brumm , Vice-President Sunflower Hill and parent of an adult with developmental <br /> disabilities, encouraged Council to consider more housing for developmentally disabled adults in the <br /> EPSP. <br /> Debi Zentner, Vice-President Sunflower Hill, expressed support for more housing for <br /> developmentally disabled adults in the EPSP. <br /> Becky Dennis expressed concern about the EPSP, said it should be self-mitigating and would like to <br /> see site used for quantifiable, measurable carbon sequestration that could be sold for credits that <br /> flow to the developer along with credits to the developer for building affordable housing. <br /> Laura Danielson expressed concerned regarding the EPSP and its traffic impacts. <br /> Jamie Yee expressed concern regarding the infrastructure required for the development of the EPSP <br /> and encouraged City Council to explore funding options and allow a wide application process for the <br /> community and non-profit affordable housing developers to be involved. <br /> Tom Daggett expressed his support for the item and encouraged City Council to move forward with <br /> the EPSP. <br /> Doug Miller thanked Council for their support of veterans and expressed his support to moved <br /> forward with the EPSP. <br /> Mayor Thorne closed public comment. <br /> In response to Mayor Thorne's request, Assistant Director Clark restated staff is looking for input and <br /> comments from City Council the expectation that it will be brought back at the December 3, 2019 <br /> meeting. <br /> Councilmember Narum said she was a member of the original task force and noted that there was <br /> not a lot of opportunity to have dialogue. She expressed support for the Planning Commission <br /> leading the project. <br /> In response to Councilmember Testa's inquiry, Assistant City Manager Dolan advised the item has <br /> not been agendized for the Planning Commission. City Manager Fialho said that as a body, the <br /> Planning Commission knows this item is coming and that he will discuss the item with them. <br /> Councilmember Brown expressed concern about the water supply and said mitigating the water <br /> issue needs to be part of the EPSP.
