1. Phase 1 construction NOX emissions are estimated to be an average of <br /> 55.74 pounds per day, exceeding the significance threshold of 54 pounds <br /> per day. <br /> 2. Implementation of Mitigation Measures M-AQ-1 and 4.B-lset forth on <br /> pages 21-22 of the Updated Air Quality Technical Memorandum and <br /> Table 5-1 in the Final SEIR, and listed in the RMMRP will ensure that <br /> Impact 4.B-1 would be reduced to a less than significant level. These <br /> mitigation measures are hereby incorporated by reference and described <br /> below. <br /> Mitigation Measure M-AQ-1: The project sponsor or the project sponsor's <br /> contractor shall comply with the following: <br /> 1. All off-road equipment(including water construction equipment used <br /> onboard barges) greater than 50 horsepower shall have engines that meet <br /> Tier 3 off-road emission standards. <br /> 2. Diesel engines, whether for off-road or on-road equipment, shall not be <br /> left idling for more than two minutes, at any location, except as provided <br /> in exceptions to the applicable state regulations regarding idling for off- <br /> road and on-road equipment (e.g., traffic conditions, safe operating <br /> conditions). The contractor shall post legible and visible signs in English, <br /> Spanish, and Chinese, in designated queuing areas and at the construction <br /> site to remind operators of the two-minute idling limit. <br /> 3. The contractor shall instruct construction workers and equipment <br /> operators on the maintenance and tuning of construction equipment, and <br /> require that such workers and operators properly maintain and tune <br /> equipment in accordance with manufacturer specifications. <br /> Site(s)affected: All sites within the Project. <br /> (Updated Air Quality Technical Memorandum, pp. 21-22.) <br /> Mitigation Measure 4.B-1: All developers of sites within the EDZ area shall <br /> ensure that construction plans include a requirement that the BAAQMD Best <br /> Management Practices for fugitive dust control be implemented. All developers of <br /> sites within the EDZ area are required to implement the following for all <br /> construction activities within the EDZ area,to reduce fugitive dust emissions that <br /> would be generated primarily during soil movement, grading, and demolition <br /> activities, but also during vehicle and equipment movement on unpaved <br /> construction sites: <br /> 1. All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded <br /> areas, and unpaved access roads) shall be watered two times per day. <br /> 2. All haul trucks transporting soil, sand, or other loose material off-site shall <br /> be covered. <br /> 11 <br />
