2. Only minor additions or changes would be necessary to make the previous EIR <br /> adequately apply to the project in the changed situation. <br /> Further, CEQA Guidelines Section 15163 states: <br /> • The supplement to the EIR need contain only the information necessary to make <br /> the previous EIR adequate for the project as revised. <br /> • A supplement to an EIR shall be given the same kind of notice and public review <br /> as is given to a draft EIR under Section 15087. <br /> • A supplement to an EIR may be circulated by itself without recirculating the <br /> previous draft or final EIR. <br /> • When the agency decides whether to approve the project, the decision-making <br /> body shall consider the previous EIR as revised by the supplemental EIR. A <br /> finding under Section 15091 shall be made for each significant effect shown in <br /> the previous EIR as revised. <br /> As discussed in section I.a above, the proposed Project builds on, supplements, and <br /> refines portions of the General Plan. Based on an initial review of the proposed Project and the <br /> criteria set forth in CEQA Guidelines Sections 15162 and 15163,the City originally determined <br /> that the Project may result in new significant impacts that were not addressed in the General Plan <br /> EIR or the Supplemental Housing Element and CAP EIR. The City also determined that the <br /> proposed Project would be a substantial change from the project evaluated in the prior EIRs <br /> because of the Project's potential to result in new significant environmental effects, or a <br /> substantial increase in the severity of previously identified significant environmental effects. As <br /> described in Chapter 3 (Project Description) of the Draft SEIR, the Project includes a General <br /> Plan amendment and rezoning of parcels, adoption of specific design guidelines, and other <br /> associated entitlement approvals. Construction and operation activities that could take place <br /> within the Project area would result in specific impacts that were not previously analyzed under <br /> the General Plan EIR or Supplemental Housing Element and CAP EIR. <br /> Further, the City determined that a supplemental EIR would be appropriate for the Project <br /> because a supplemental EIR augments the EIR prepared for a prior project to address any project <br /> changes or changed circumstances since the time the prior document was certified. In the case of <br /> changes to a previously approved project, as is the case for this Project,the purpose of a <br /> supplemental EIR is to provide the additional analysis necessary to make the previous EIR <br /> adequately apply to the project as modified. Accordingly, the City determined that the <br /> supplemental EIR for this Project need contain only the analysis necessary to respond to the <br /> proposed change in the project that triggered the need for additional environmental review. <br /> Given that approval of the Project would amend the adopted General Plan and result in <br /> other land use changes,that the remainder of the General Plan remains in effect as previously <br /> adopted, and in consideration of the scope of the Project,the City determined that a supplement <br /> to the previously certified EIR was necessary to implement the Project but that much of the <br /> 4 <br />
