On weekdays (Mondays through Fridays), between 6:30 p.m. and 9:00 p.m., where the <br /> proposed religious facility would exceed the available on-site parking, the proposed religious <br /> facility does not currently have access to the extra 125 off-site parking spaces. For this <br /> timeframe, as indicated in Table 1, the minimum number of parking spaces required by the <br /> PMC would be 101 spaces. Thus, the applicant is deficient by 33 spaces (101 required spaces <br /> — 68 on-site spaces = 33 spaces), based on a strict interpretation of the PMC's parking <br /> requirements. <br /> This deficit would only be seen if the auditorium were at capacity, and there would unlikely be <br /> actual conflicts among users, since the uses at both 7133 and 7077 Koll Center Parkway close <br /> at 5:00 p.m., leaving most spaces empty. However, it could result in unauthorized use of those <br /> adjacent office parking spaces. To remedy this, staff is recommending a condition of approval <br /> requiring the applicant to reduce the intensity of the planned activities during this timeframe <br /> and/or to secure additional adequate off-site parking for evenings, similar to Saturdays and <br /> Sundays. <br /> However, it should be noted that for other religious facilities, in addition to analyzing parking <br /> from the PMC perspective, as discussed above, staff often analyzes parking from a more <br /> practical perspective based on the applicant's anticipated maximum attendance numbers, and <br /> person per vehicle estimates for all planned activities. In this instance, the applicant has <br /> indicated that attendees for church activities will often arrive in groups, rather than driving <br /> alone, with typical per vehicle occupancy ranging from 1 .25 persons/vehicle for events and <br /> activities attended by single adults and couples; to 2.25 persons/vehicle for more family- <br /> oriented events held on evenings and weekends. Staff notes these ranges are consistent with <br /> other approved religious facilities in the City. <br /> Using these ratios, on weekdays (Mondays through Fridays), between 6:30 p.m. and 9:00 <br /> p.m., staff has determined approximately 64 spaces (145 people on-site maximum / 2.25 <br /> persons per vehicle = 64 spaces) would be required to accommodate all planned activities for <br /> this timeframe. With 68 spaces on-site, a surplus of four spaces would be created. <br /> Although, from time to time it would be reasonable to expect some parking overflow for this <br /> timeframe; however, staff is unaware of any parking issues in the immediate vicinity of the <br /> subject parcel, and given most surrounding uses close at 5:00 p.m., staff believes any overflow <br /> during this timeframe can be reasonably absorbed by available off-site parking. Staff is <br /> recommending a condition of approval that gives the City the ability to monitor any parking <br /> issues and to require implementation of additional measures, such as securing agreements for <br /> additional parking spaces, or limiting the size of events, should problems arise. <br /> Staff also used this approach to analyze the other operating timeframes for the proposed <br /> religious facility.
