In addition to the 68 dedicated on-site spaces, the proposed religious facility has secured <br /> agreements with adjacent property owners to provide the use of 125 other off-site parking <br /> spaces. This would include 80 spaces at 7133 Koll Center Parkway, available for use <br /> Saturdays from 8:00 a.m. to midnight and Sundays from 6:00 a.m. to midnight; and 45 spaces <br /> at 7077 Koll Center Parkway available for use Saturdays from 5:00 p.m. to midnight and <br /> Sundays from 6:00 a.m. to midnight. Figure 1 above illustrates the location of these spaces. <br /> Based on the project narrative, all existing uses at 7133 and 7077 Koll Center Parkway only <br /> operate Mondays through Fridays generally from 8:00 a.m. to 5:00 p.m. meaning the available <br /> on-site parking on these parcels would be vacant on Saturdays and Sundays. The off-site <br /> parking agreements (on file with the Planning Division) are valid for 10 years; however, staff is <br /> recommending a condition of approval that prior to the expiration of the initial 10 year <br /> agreement period, the applicant would have to secure this off-site parking and/or to make <br /> alternative off-site parking arrangements to support the planned activities in perpetuity with the <br /> operation of the proposed religious facility. Failure to secure adequate off-site parking to <br /> support the planned activities could result in modifications to the CUP should it be approved. <br /> Pursuant to Section 18.88.030 (D)(1) of the Pleasanton Municipal Code (PMC), Schedule of <br /> off-street parking space requirements, religious facilities require one parking space for each six <br /> fixed seats; or one space for each 60 square feet of floor area useable for seating if seats are <br /> not fixed. Since the applicant has capped the maximum number of seats within the auditorium <br /> at 425 seats (Exhibit B), staff analyzed the parking based on a combination of fixed seating for <br /> the auditorium component of the project; and the square footage for all other spaces including <br /> offices, meeting rooms, "next generation" multipurpose room, et cetera.
