The applicant has also installed story poles to demonstrate the height and mass of the <br /> proposed house. The story poles are and the proposed house will be visible from a few points <br /> off of Foothill Road, particularly as seen in View 2 of the photo simulations in the plans (near <br /> the exit of the Foothill High School parking lot). <br /> Given the building envelope, which establishes the portion of the site upon which the house <br /> can be built, it is not possible to completely avoid the home being visible from Foothill <br /> Boulevard. Therefore, staff considered whether the design, landscaping and other elements of <br /> the project will reduce the visual prominence of the home and help it to blend with the adjacent <br /> hillside. In staff's view, the proposed building forms will help reduce the perceived mass and <br /> scale of the residence when viewed off-site; in particular, the proposed development steps with <br /> the hillside, has large upper-story building step-backs, and the building design is horizontally <br /> and vertically articulated with building elements set at varied depths, as seen in in Figure 7 <br /> below. Additionally, as noted above, the visibility of the home will be substantially reduced <br /> once the proposed landscape screening matures, as seen in the photo simulations. The tree <br /> and shrub plantings will be staggered and intermixed to create a natural-appearing vegetation <br /> screen at the downhill side of the home, and that will help to reduce its visual prominence. <br /> To help ensure that screening is achieved as early as possible, staff recommends planting the <br /> screening trees toward the start of the project, to the extent feasible as to not conflict with <br /> P18-0109, 4112 Foothill Rd.
