PC-2019-07 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br /> APPROVING THE APPLICATION FOR DESIGN REVIEW TO CONSTRUCT AN <br /> APPROXIMATELY 7,104-SQUARE-FOOT RESIDENCE WITH ATTACHED <br /> 850-SQUARE-FOOT GARAGE AND DETACHED 1,200-SQUARE-FOOT ACCESSORY <br /> DWELLING UNIT ON A VACANT LOT LOCATED AT 4112 FOOTHILL ROAD, AS FILED <br /> UNDER CASE NO. P18-0109 <br /> WHEREAS, on April 18, 2018, Bruce Lyon ("Applicant") applied for a Design Review approval <br /> under Case No. P18-0109 for an approximately 7,104-square-foot residence with attached <br /> 850-sqaure-foot garage and detached 1,200-square-foot Accessory Dwelling Unit on a vacant <br /> lot ("Project") located at 4112 Foothill Road ("Property); and <br /> WHEREAS, the Property is designated Rural Density Residential in the General Plan; and <br /> WHEREAS, the Property is located in the West Foothill Road Corridor Overlay District <br /> (WFRCOD) and was approved as part of PUD-87-19 and modified by PUD-87-19-03M with a <br /> zoning designation of PUD-LDR/RDR/OS; and <br /> WHEREAS, on April 10, 2019, the Applicant resubmitted plans including modifications to the <br /> building design; and <br /> WHEREAS, on April 10, 2019, the application was deemed complete; and <br /> WHEREAS, on April 24, 2019, the Planning Commission held a duly-noticed public hearing <br /> and considered the written agenda report, relevant exhibits, recommendations of City staff <br /> concerning this application, and received testimony from interested parties; and <br /> WHEREAS, the City Council adopted a Mitigated Negative Declaration for PUD-87-19 <br /> pursuant to the requirements of CEQA. The Mitigated Negative Declaration included mitigation <br /> measures which would be required to be implemented by the subject application, and which <br /> would ensure that the project would have less-than-significant environmental impacts. <br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br /> Pleasanton, based on the entire record of proceedings, including the oral and written staff <br /> reports and all public comment and testimony: <br /> Section 1: Findings for P18-0109 <br /> With respect to the Design Review application, P18-0109, the Planning Commission makes <br /> the following findings and determinations with respect to each of the criteria for approval of <br /> Design Review as required by Section 18.20.030 of the Pleasanton Municipal Code (PMC): <br /> 1. Preservation of the natural beauty of the City and the project site's relationship to it; <br /> 2. Appropriate relationship of the proposed building to its site, including transition with <br /> the streetscape, public view of the buildings, and scale of the buildings within its site <br /> and adjoining buildings; <br />ADU which will increase the Creates higher demand on City services <br /> City's supply of Accessory Dwelling Units. including water, sewer, road infrastructure, <br /> and other public services and amenities. <br /> Allows appropriate development on a <br /> property zoned for a residential use. <br /> P18-0109, 4112 Foothill Rd.
