site for 20 single-family custom home lots (14 of which were included on the approximately <br /> 29.8-acre Yee property). In 2010, the City Council approved a modification to the original PUD <br /> approval (PUD-87-19-03M) which reduced the density from 14 lots to four lots on the Yee <br /> property. The approval was consistent with the WFRCOD and included site regulations for <br /> future development (including a building envelope wherein future development may occur); <br /> Design Guidelines which future lots must meet; and a number of Conditions of Approval <br /> (COAs) relating to future development. These COAs were further refined with PUD-87-19-04M. <br /> In the project analysis below, staff references various COAs and Design Guidelines from this <br /> previous approval. <br /> Site Description <br /> The subject 318,210-square-foot (approximately 7.31-acre) vacant lot is located west of <br /> Foothill Road and accessed off a private road from Foothill Road as seen in Figure 1.
