Pleasanton's housing production is primarily limited by available <br /> land, the City's General Plan and zoning. <br /> iii. The proposed Capital Facilities fee includes 17% of the cost to <br /> build a civic center whether relocated to Bernal Park or on the <br /> existing site. The 17% allocation reflects future residents and <br /> employees as envisioned in the City's General Plan who will benefit <br /> from the new facility. The City has developed a plan to fund the <br /> balance of the civic center project costs that includes the City's <br /> General Fund and a revenue measure that would be placed on a <br /> future ballot for approval by the voters. Further, we intend to update <br /> the development impact fees every five years that gives the City an <br /> opportunity to reassess where we are in terms of revenues <br /> collected and the extent to which we have secured additional <br /> project funding. <br /> iv. The East Pleasanton build-out is part of the City's existing General <br /> Plan and staff expect development of East Pleasanton to resume in <br /> the not too distant future. Thus, the park identified in the General <br /> Plan would need to be constructed. The City does not have a plan <br /> that includes a developer acquiring or donating parkland. <br /> v. The Vineyard Corridor Park property is currently undergoing <br /> mitigation of the methane gas deposits. Once that mitigation effort <br /> is complete, the property will be suitable for a park. <br /> vi. The $8.1 million for joint use facilities is the City's portion of project <br /> costs and therefore not included in the school impact fees charged <br /> to developers. The City owns the Amador Theater and that project <br /> comprises $5 million of the $8.1 million. <br /> vii. Staff are not recommending to charge any administrative fee. <br /> viii. Staff is recommending the new fees to commence January 1, 2019 <br /> to give developers time to include the costs in their financial plans. <br />
