CITY COUNCIL AGENDA REPORT <br /> September 18, 2018 <br /> City Manager <br /> Finance <br /> Community Development <br /> TITLE: CONSIDER RESOLUTION AMENDING THE MASTER FEE SCHEDULE <br /> EFFECTIVE JANUARY 1, 2019 TO INCLUDE CHANGES TO CAPITAL <br /> FACILITY, TRANSPORTATION AND AFFORDABLE HOUSING <br /> DEVELOPMENT IMPACT FEES <br /> SUMMARY <br /> The proposed update to the City's Development Impact Fees is a Council priority. <br /> Since the 1980s, the City established several development impact fees to mitigate the <br /> impact of new housing and commercial developments on the City's facilities, <br /> infrastructure, and available affordable housing. The City's development impact fees <br /> were established pursuant to AB 1600. These fees were last restructured in 1998. City <br /> staff worked with Economic & Planning Systems (EPS) to update these development <br /> impact fees based on the adopted General Plan and other related planning documents. <br /> Staff previously issued draft reports outlining the methodology and the maximum <br /> Development Impact Fees the City could charge. <br /> Staff initially presented the draft Development Impact Fee study at the May 1, 2018 City <br /> Council meeting subsequent to which staff made presentations to the City's Economic <br /> Development and Vitality Committee (EVC), Chamber of Commerce, Planning <br /> Commission and at a public workshop. Based on feedback received from stakeholders <br /> and other factors such as development impact fees of neighboring cities, staff <br /> developed recommended Development Impact Fee levels. Staff presented those <br /> recommendations to the EVC, City Council and Chamber of Commerce in August and <br /> September of 2018. In addition, staff developed three alternative Development Impact <br /> Fee scenarios for Council consideration. <br /> RECOMMENDATIONS <br /> Staff recommends that Council adopt a resolution amending the Master Fee Schedule <br /> to include proposed changes to the Capital Facility, Transportation and Affordable <br /> Housing Impact Fees. <br />
