Public Feedback on Development Impact Fee Study (May 1 through September 12, 2018) <br /> Page 5 <br /> a. Staff response — Staff contacted neighboring cities. The following cities <br /> responded: <br /> Dublin - Public Facilities and Fire Impact fees were updated in October <br /> 2017. Downtown and Western Dublin Traffic Impact fees were updated in <br /> September 2016 and Eastern Dublin Traffic Impact fees are expected to <br /> be updated in March 2019. <br /> Fremont — The last update was in 2015 and they expect to hire a <br /> consultant in mid-2019 to begin a comprehensive update. <br /> Livermore — planning to update sewer connection fees in the next four <br /> months and traffic impact fees in the next six months. <br /> San Ramon — updated their Development Impact Fees last year. They <br /> don't have any plans in the near future to do another Nexus Study. <br /> 23.Grandfather in projects already in the pipeline defined as applications in at the <br /> time the ordinance is adopted would have a one-year grandfather on the existing <br /> fees. <br /> a. Staff response — Staff concurs and will make a recommendation to the <br /> City Council regarding "grandfathering" the existing fees for projects <br /> already deemed complete or already approved, but where permits have <br /> not yet been issued. <br /> 24. Exempt Accessory Dwelling Units (ADUs) from paying the Affordable Housing <br /> fees. <br /> a. Staff response — Staff does not recommend support for exempting <br /> projects with ADUs from paying affordable housing fees. ADUs are <br /> `affordable by design', but that doesn't necessarily make them affordable <br /> in today's rental market. Further, there is no requirement that ADUs are <br /> available for rent once constructed and we do not limit/cap the rents. <br /> 25.Comments showing general agreement. <br /> 26.No issues with the transportation projects <br /> 27.No issues with the public facilities other than Civic Center <br /> 28. Letter from Building Industry Association dated September 4, 2018 (attached) <br /> a. Staff response: <br /> i. Pleasanton's current Development Impact fees are considerably <br /> lower than most of Dublin and Livermore's fees and yet <br /> Pleasanton's median housing price of $1 ,253,000 greater than <br /> Dublin and Livermore's median housing prices of $1,068,500 and <br /> $825,000 respectively which suggests development impact fees are <br /> not a significant contributor to housing prices. Further, staff's <br /> recommendation is to set fees commensurate with the average of <br /> Livermore and Dublin. Finally, staff is not recommending any <br /> increase to the Affordable Housing Fee commercial land uses <br /> which means the City is not planning on accommodating all <br /> workers. <br />
