improvements necessary to maintain acceptable levels of service on the circulation
network.
Over 111 transportation projects are identified in the Study totaling up to $270.3 million,
with $153.6 million attributed to new development (see Table 2 for allocation summary).
These projects were identified using the City of Pleasanton Travel Demand Model
("Traffic Model") as well as recent studies and plans that identified the needs for future
improvements including the General Plan and the Bicycle and Pedestrian Master Plan.
The cost estimates were developed by City staff and consultants. The Nexus Study
includes project cost estimates and allocates a portion of those costs to development
depending on the extent to which the facility or improvement is required to serve new
development.
The Traffic Model was used to project the future usage of the transportation system
attributable to development in Pleasanton, based on existing and future land use. The
model results were then used to calculate the proportion of the cost of each
improvement to be included in the Traffic Impact Fee ("TIF") program (as shown in
Table 17 of the Nexus Study, Attachment 1). This total cost was then allocated to each
land use category based on the trip generation characteristics of each land use, as
shown in Table 18 of the Nexus Study (see Attachment 1). A summary of the
transportation costs allocated to each land use generated by the model is included in
Table 2 below:
Table 2 — Transportation Impact Fee — Allocation of Costs to Land Uses
Percent
Allocated Based
Allocation to on PM Peak
Land Uses Hour Trips Amount
Single Family 13.9% 21,279,112
Multi-Family 6.2% 9,595,907
Office 25.3% 38,819,955
Retail 15.5% 23,775,962
R&D 14.9% 22,892,919
Industrial 23.3% 35,717,485
Hotel/Motel 1.0% 1,494,560
Totals 100.0% 153,575,900
Maximum Development Impact Fees
Based on the analyses described above, the maximum development impact fees the
City could charge are shown in Tables 3, 4 and 5 below:
