Employment density for office should be 320 square feet per employee and not <br /> 250 as identified in the study. <br /> a. Staff response — Agreed. The assumption has been changed in the <br /> study. <br /> 2. Do sensitivity analysis on the General Plan (GP). Make assumptions about what <br /> is reasonably going to happen. Industrial land use in the GP will likely be zoned <br /> for housing. Do fee analysis on that. <br /> a. Staff response — Staff does not have a policy basis for making <br /> assumptions on housing replacing industrial uses, since the City Council <br /> has not discussed it or indicated such a preference at this time. <br /> 3. Employment projections seem high <br /> a. Staff response — Employment projections are based on the space <br /> forecast in the General Plan with employment density assumptions <br /> established by EPS and City staff, as described earlier. <br /> 4. Can we assume 50% build-out of commercial uses? What does that look like? <br /> a. Staff response — Assuming 50 percent build-out of commercial uses <br /> would increase per square foot fees since that assumption would reduce <br /> the base level of development responsible for the identified needs. <br /> 5. Take out Civic Center project since it requires voter approval <br /> a. Staff response — The City will need to renovate/replace Civic Center <br /> (Library, Police Station and City Hall) at some point since the buildings are <br /> old and are increasingly not serving the City's needs. New facilities could <br /> be built on the current site, the Bernal property, or elsewhere. The fee <br /> study has been completed to address this need and the cost estimate has <br /> been revised from $200M to $150M. <br /> 6. Does the City need both Vineyard and East Pleasanton parks? <br /> a. Staff response — Yes, the City's General Plan identifies both parks as <br /> required to accommodate full build-out. <br /> 7. Why is the Police Training Facility allocated 100% to development? <br /> a. Staff response — The correct allocation is 17% to new development. The <br /> City's consultant has made that correction. <br />
