B. "Yellow" means no stopping or parking at any time between 7:00 a.m. and 6:00 p.m. of any <br /> day except Sundays and holidays for any purpose other than the loading or unloading of <br /> passengers or materials by vehicles engaged in commercial deliveries, provided that the loading <br /> and unloading of passengers or materials shall not extend beyond the time necessary therefor, <br /> and in no event, for passengers, for more than three minutes, and for materials for more than 20 <br /> minutes, and such restrictions shall apply unless specific days/times are noted on an adjacent <br /> sun. <br /> C. "White" means no stopping or parking for any purpose other than loading or unloading of <br /> passengers, or for the purpose of depositing mail in an adjacent mail box, beyond the time <br /> necessary therefor and in any event shall not exceed three minutes, and such restrictions shall <br /> apply unless specific days/times are noted on an adjacent slim.between 7:00 a.m. and 6:00 p.m. <br /> of any day except Sundays and holidays and except as follows: <br /> 1. When such zone is in front of a hotel or in front of a mail box, the restrictions shall <br /> apply at all times. <br /> 2. When such zone is marked or signed as a taxi zone. the restrictions shall not apply to <br /> any taxi lawfully operating within the city, nor shall any other person stop, stand or park any <br /> vehicle in that zone in accordance with Section 11.36.070. <br /> D. "Green" means no standing or parking for a period of time longer than 20 minutes at any <br /> time between 9:00 a.m. and 6:00 p.m. on any day except Sundays and holidays. <br /> E. `Blue" indicates parking limited exclusively to vehicles of physically handicapped persons. <br /> F. When the city traffic engineer as authorized under this title has caused curb markings to be <br /> placed, no person shall stop or park a vehicle adjacent to any such legible curb marking in <br /> violation of any of the provisions of this section. <br /> In Chapter 13.04 ENCROACHMENTS, §13.04.050 is amended as follows: <br /> 13.04.050 Prohibited encroachments. The following encroachments are specifically <br /> prohibited, and no applications will be accepted nor permits issued therefor: <br /> A. Construction or maintenance of a loading dock on or in public right-of-way; <br /> B. Erection or maintenance of a post, pole, column or structure for the support of advertising <br /> signs; <br /> C. Installation or maintenance of underground tanks, vaults, or elevators, except that <br /> underground vaults may be permitted as part of facilities owned by public utilities or public <br /> agencies; <br /> D. Erection, installation or maintenance of posts, poles or columns for the purpose of carrying <br /> lights intended primarily for lighting of abutting private property; <br /> 6 <br />
