Any owner, operator, manager or other person holding an event Downtown, defined <br /> as the area within the Downtown Specific Plan, pursuant to a police department issued special <br /> event permit, involving a closure of a public street, a special event, a conditional use permit, or a <br /> temporary use, shall prohibit smoking at such event. "No Smoking" signs shall generally be <br /> visible at entrances or reasonable intervals along the perimeter of such event to advise guests, <br /> invitees and the public about the prohibition on smoking. Violators are subject to administrative <br /> citation as provided in Chapter 1.24. <br /> B. Notwithstanding any other provisions of this section, any owner, operator, manager or other <br /> person who controls any establishment described in this section may declare that entire <br /> establishment as a nonsmoking establishment. <br /> C. Notwithstanding the effective date of the ordinance codified in this chapter, any owner, <br /> operator, manager or other person who controls any private hotel or motel shall have until July 1, <br /> 1994 to comply with subsection (A)(14) of this section. The council may grant an additional 12 <br /> months in which to comply for good cause shown. <br /> In Chapter 11.08 TRAFFIC ADMINISTRATION, §11.08.020 is amended as follows: <br /> 11.08.020 City traffic engineer. <br /> A. Office Established. The office of city traffic engineer is established. The director of public <br /> works shall serve as city traffic engineer in addition to his or her other functions, and shall <br /> exercise the powers and duties with respect to traffic as provided in this title. <br /> B. Powers and Duties—Delegation. It shall be the general duty of the city traffic engineer to <br /> determine the installation and proper timing and maintenance of traffic control devices and <br /> signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to <br /> conduct engineering and traffic investigations of traffic conditions and to cooperate with other <br /> city officials in the development of ways and means to improve traffic conditions, and to carry <br /> out the additional powers and duties imposed by ordinances of the city. Whenever, by the <br /> provisions of this title a power is granted to the city traffic engineer or a duty imposed upon him <br /> or her, the power may be exercised or the duty performed by his or her designee deputy or by a <br /> person authorized in writing by him or her. <br /> In Chapter 11.36 STOPPING, STANDING AND PARKING, §11.36.020 is amended as follows: <br /> 11.36.020 Curb markings. The city traffic engineer is authorized to place and, when required <br /> in this chapter, shall place the following traffic-control devices in the form of curb markings to <br /> indicate stopping or parking regulations pursuant to this chapter, and the curb markings shall <br /> have meanings as follows: <br /> A. "Red" means no stopping or parking at any time except as permitted by the Vehicle Code, <br /> and except that a bus may stop in a red zone marked or signed as a bus zone. <br /> 5 <br />
